Summary of the contracting process

The Construction Industry Training Board (CITB) is planning a single-provider service to continue the Shared Apprenticeship Scheme across South West and South East Wales. The provider will recruit new apprentices and support apprentices who began their programmes before the project starts, ensuring they can complete their qualifications. This is an education and training service, classified under CPV 80000000. Delivery covers South West and South East Wales, for apprentices and employers participating in the scheme. The procurement is intended for an organisation able to manage an apprenticeship programme, support learners through to qualification completion and coordinate delivery across both parts of Wales. CITB is the public-sector buyer.

This procurement is at the planning stage: CITB has set out its intention to procure, but this record is not an invitation to tender. The planned approach is to appoint one provider through a tender process. The anticipated service period is 1 December 2026 to 31 March 2029, with a possible extension to 31 March 2032. The estimated gross value is £1.1 million. CITB expects the next notice to be published by 20 November 2026. A launch webinar with questions and answers is planned for 16 September 2026, with engagement activity scheduled through 20 October 2026. The procurement is above the relevant threshold and is structured as one lot.

This will suit providers experienced in apprenticeship delivery, learner support and programme administration, particularly those able to operate across South West and South East Wales. A strong fit is likely to be an organisation that can recruit apprentices, maintain support for learners already in training, monitor progress towards qualification completion and manage continuity between existing and new cohorts. The requirement is for a single provider, so suppliers should be prepared to take overall responsibility for the scheme rather than deliver only a discrete element. Organisations already delivering shared apprenticeship or construction-sector training programmes may be well placed to prepare. The planned market engagement gives prospective providers an opportunity to understand CITB’s expectations before the procurement reaches the tender stage.
