Summary of the contracting process

Gloucestershire Hospitals Subsidiary Company Limited is seeking a specialist contractor to maintain thermostatic mixing valves, thermostatic taps, shower mixers and associated components across Gloucestershire Royal Hospital and Cheltenham General Hospital. The service covers planned preventative maintenance, testing, inspection, cleaning, disinfection, recommissioning, defect identification, reporting and related maintenance. Its purpose is to support the hospitals’ water management arrangements, reduce scalding and harmful pathogen risks, and keep water services safe and compliant. The contractor will maintain accurate records, coordinate planned visits with the on-site Operational Estates Team, brief ward and departmental staff, and attend contract review meetings. Most work will take place during weekday working hours, with some access to theatres and the IGIS Centre requiring attendance at the hospitals’ sites.

The procurement has reached tender: the buyer invited offers through an open procedure. It is a single lot for services. The tender submission deadline was 5 October 2026 at 14:00, with the award decision due by 17 November 2026. The published contract period runs from 1 January 2027 to 31 December 2028, with extensions potentially taking the term to 31 December 2032; the arrangement is an initial 12-month term with up to four further 12-month extensions at the authority’s discretion, subject to performance and service requirements. The estimated value is £415,000 excluding VAT, or £498,000 including VAT. Evaluation is weighted 60% technical service delivery, 30% commercial and 10% social value. Electronic submissions in English are allowed.

This opportunity suits an SME with practical experience maintaining thermostatic mixing valves, thermostatic taps, shower mixers and related water-system components in healthcare or similarly controlled estates. Competitors need the technical capability to carry out full strip-down, cleaning and disinfection, fail-safe testing, recommissioning, defect identification and remedial maintenance, while supporting safe and compliant water management. The service requires reliable scheduling and site coordination, accurate asset records and reporting, communication with clinical and operational teams, and attendance at performance review meetings. Suppliers should have sufficient technicians and operational resilience to work across two hospital sites, complete assigned wards or departments systematically, revisit areas where access is unavailable, and provide Saturday attendance for restricted clinical areas when required.
