Summary of the contracting process

British Business Bank Plc is procuring a single supplier to implement and deliver banking and custody services. The work covers the safekeeping, settlement, asset servicing, reporting and valuation of Asset Backed Securities, Tier 2 securities and other listed debt instruments. Where required, the supplier must also support primary-market activity and securities financing. The services are intended to protect the Bank’s assets, maintain operational control, enable accurate and timely settlement, and meet legal, regulatory and institutional custody standards. The requirement may expand to additional listed debt instruments and related custody services as the Bank’s programme suite develops. The services fall within custody, financial transaction processing and financial consultancy categories, and will be delivered for the Bank’s United Kingdom operations.

The procurement has reached tender: the Bank invited offers through an open procedure. It comprises one lot, with a stated value of £1,500,000. Questions had to be submitted by 30 September 2026 at 23:59, and tenders by 7 October 2026 at 15:00, using the electronic submission portal. The award decision was due by 16 November 2026 at 23:59. The contract period is 4 January 2027 to 3 January 2030, with an optional one-year extension to a maximum term ending 3 January 2031. Evaluation is based on price at 45%, quality questions at 45% and social value at 10%. The Bank expects portfolio volumes and transactions to increase and may vary the contract and pricing schedule accordingly under the Procurement Act 2023.

This opportunity suits banks, custodians and specialist financial-services providers with the systems and operational capability to safeguard and administer institutional portfolios of asset-backed and other listed debt securities. Strong candidates will be able to manage settlement, asset servicing, valuation, reporting and effective operational controls across changing asset volumes, while supporting primary-market transactions and securities financing when required. Suppliers should be able to demonstrate processes that meet applicable legal, regulatory and institutional custody standards, with reliable controls for asset protection, compliance and accurate transaction processing. The requirement is identified as suitable for small and medium-sized enterprises, but the appointed provider must act as the single supplier and have sufficient capacity to support portfolio and transaction growth over the contract term.

Notice Description

The British Business Bank (The Bank) is seeking a single supplier for the implementation and ongoing delivery of banking and custody services. The services will support the safekeeping, settlement, asset servicing, reporting, valuation and, where required, securities financing of Asset Backed Securities (ABS), Tier 2 securities and other listed debt instruments required by the Bank's evolving programme suite. The objectives are to protect the Bank's assets, maintain effective operational control, enable timely and accurate settlement and asset servicing, support relevant primary-market and securities-financing activity (if required), and ensure compliance with applicable legal, regulatory and institutional custody standards. The Bank's investment and programme requirements may evolve during the Contract Term. The Supplier shall be capable of supporting additional listed debt instruments and related custody services where agreed. The pricing schedule submitted as part of this tender is based on the Bank's current portfolio position (asset, volumes and transaction levels) as at the date of this notice. Tenderers should note that the underlying asset portfolio and associated service volumes/transactions are anticipated to increase over the term of the contract as the Bank's programme suite evolves. Accordingly, the Bank reserves the right to vary the contract, including the pricing schedule, during its term to reflect growth in the portfolio and transaction volumes.
