Summary of the contracting process

Gloucestershire County Council intends to procure a single-provider support service for young people in Gloucestershire, delivered as the STREET service. The work will focus on healthy relationships and domestic abuse support, including services that help young people understand, develop and maintain safe relationships and address domestic abuse-related needs. It is a public service contract in the health and social work sector, delivered across Gloucestershire. The council is seeking one provider rather than dividing the requirement between multiple suppliers. The service is intended for young people and will require an organisation able to design and deliver an appropriate support offer across the county, working with relevant local services and communities. This procurement is at the planning and preliminary market engagement stage; it is an intention to procure, not an invitation to tender. The council expects to hold an online market engagement event via Microsoft Teams on 17 September 2026, from 10:30 to 11:30, to explain the procurement process, indicative dates and requirement details. The expected contract would run from 1 April 2027 to 31 March 2029, with renewal or extension provisions potentially allowing performance until 31 March 2033. The maximum stated value, if all extensions are exercised, is £1,224,000 including applicable taxes. The procurement is for services under the light-touch regime and is above the relevant threshold. Interested organisations are expected to register attendees for the engagement event using the arrangements set out by the council.

This will suit a provider with established expertise in supporting young people affected by unhealthy relationships or domestic abuse, and in promoting healthy relationships through accessible, age-appropriate interventions. Relevant organisations may include specialist domestic abuse charities, youth support providers, social enterprises and experienced health or social care contractors. The requirement is designed for a single lead provider, so bidders should be able to take overall responsibility for service delivery, governance, safeguarding, partnership working and outcomes across Gloucestershire. A credible service model should demonstrate the ability to engage young people, respond to domestic abuse risks, work sensitively with vulnerable users and coordinate with local agencies. Smaller businesses and voluntary, community and social enterprise organisations are expressly considered suitable, making early preparation around delivery capacity, safeguarding arrangements, referral pathways and evidence of relevant service experience worthwhile before the procurement reaches the market.
