Collective purchasing scheme for domestic low-carbon technologies - Preliminary Market Engagement
Notice Description
The North Wales Corporate Joint Committee, known as Ambition North Wales, leading on behalf of the six North Wales local authorities, are exploring opportunities to secure a delivery partner to establish and operate a regional collective purchasing scheme for domestic low-carbon technologies. Project HARP (Home Adoption of Renewables Programme) aims to help homeowners and other eligible residents, as well as SMEs and local community centres, purchase high-quality installations at cheaper competitive prices through a supported group-purchasing model. The scheme will support delivery of Local Area Energy Plans and wider regional and national decarbonisation objectives. The anticipated technology scope comprises: * Solar photovoltaic systems * Battery energy storage systems * Electric vehicle charging infrastructure * Associated equipment, warranties, customer support and aftercare The North Wales area covers the local authority areas of Conwy, Denbighshire, Flintshire, Gwynedd, Isle of Anglesey and Wrexham.
Planning Information
Ambition North Wales is investigating the potential of engaging a delivery partner with technical and marketing expertise to run collective purchasing schemes for domestic low-carbon technologies as part of a joint exercise with 6 Local Authorities. The aim of such an initiative would be to enable homeowners in owner-occupier properties to install high-quality in scope renewable energy products at a reduced price from trusted installers. The delivery partner will be expected to: • work with the 6 local authorities to maximise customer access to the scheme • Design and deliver targeted and bilingual resident marketing, including direct mail and wider promotional activity. • Provide a secure registration platform and manage the customer journey from registration to installation and aftercare. • Recruit, qualify and manage appropriately accredited installers with the capacity to deliver across North Wales. • Operate a reverse auction or equivalent group-purchasing process to secure competitive offers. • Manage technical quality, customer service, complaints, warranties, defect rectification and installer contingencies. • Provide performance, risk, customer satisfaction, carbon and local economic benefit reporting. Ambition North Wales sees this opportunity operating as a services concession arrangement. This Preliminary Market Engagement Notice does not guarantee any future procurement activity.
