Summary of the contracting process

Choice Housing Ireland Limited is seeking developers to provide land, design and construction for affordable-rent housing in the Dundonald area. The work supports the Department for Communities Affordable Rent Programme and is intended to deliver homes meeting the Homes for Intermediate Rent Design Standards, statutory requirements and Maple and May’s design, specification and employer requirements. The scope includes supplying suitable development land, preparing architectural, engineering and planning designs, securing planning permission and Building Control approval, and constructing houses or multi-dwelling properties. The procurement is for works, with associated architectural, construction, engineering, planning, surveying and inspection services. Contracts may be awarded to multiple developers, and the resulting developments will be funded according to Department for Communities support.

The process reached tender: Choice Housing invited offers through a below-threshold open competition. Potential suppliers could submit enquiries until 30 September 2026 at 12:00, and tenders were due by 7 October 2026 at 12:00. Electronic submission was allowed. The contract period is 27 November 2026 to 26 May 2028. The estimated value is £3.5 million excluding VAT, or £4.2 million including VAT. The competition covers one opportunity, with developments of up to 20 homes from each supplier; the total output may exceed 20 homes if multiple developers are appointed. Tenders will be evaluated on technical quality, weighted at 30%, and price, weighted at 70%.

This opportunity suits housing developers and design-and-build contractors able to bring forward land in Dundonald and deliver complete residential developments. Strong candidates will need capability across land assembly, architectural design, engineering, planning, construction and surveying, together with the capacity to develop up to 20 homes per project. Suppliers must be able to design and build to the Homes for Intermediate Rent Design Standards and the buyer’s own specifications and Employer’s Requirements. They must also be able to secure or support planning permission and Building Control approval and comply with other statutory requirements. The opportunity can suit more than one developer, creating scope for businesses with suitable local land and delivery capacity rather than a single provider for the whole programme.
