Summary of the contracting process

The Medicines and Healthcare products Regulatory Agency (MHRA) is buying critical fill-and-finish and freeze-drying consumables for its manufacturing operations. The requirement covers pharmaceutical articles including glass ampoules and vials made to MHRA specifications, together with stoppers, caps and crimp closures. These components support the production, storage and global distribution of biological reference materials. They must support manufacturing processes that achieve required fill precision, oxygen content and moisture content, and must be suitable for use with the MHRA’s production lines and products. The procurement is led by MHRA, a central government body based in London. The supplier is also expected to work collaboratively with the MHRA on future requirements, product developments and related projects.

The procurement reached tender: the MHRA invited offers through an open procedure. Tenderers could submit questions until 25 September 2026 at 10:00, and bids were due by 9 October 2026 at 10:00. The intended award decision period ended on 30 October 2026 at 23:59. The contract is planned to run from 11 January 2027 to 10 January 2032, with three possible one-year extensions, allowing a maximum end date of 10 January 2035. The estimated value is £700,000 excluding VAT and £840,000 including VAT. Technical quality carries 75% of the evaluation, social value 10% and commercial considerations, including price, 15%. English-language electronic submissions were permitted through the Atamis e-sourcing portal.

This opportunity suits manufacturers and specialist distributors of pharmaceutical primary packaging and fill-and-finish consumables. Relevant capability includes producing glass ampoules and vials to customer-specific specifications, as well as supplying compatible stoppers, caps and crimp closures. Suppliers should be able to demonstrate that components can operate reliably on established pharmaceutical production lines and with biological products, supporting precise filling and control of oxygen and moisture content. The requirement is particularly relevant to businesses with validated or technically assured packaging products, robust quality and supply arrangements, and the capacity to support a public-sector manufacturing operation over an extended period. A collaborative approach to developing future requirements, products and projects is also important.
