Summary of the contracting process

NHS Wales Shared Services Partnership Procurement Services, hosted by Velindre University NHS Trust, is planning a framework for pathology consumables, equipment and instruments for NHS organisations across Wales. This procurement is at the planning and early market-engagement stage; it is not an invitation to tender. The buyer expects to use a framework agreement, with one planned lot that is identified as suitable for small and medium-sized enterprises. The estimated value is £15 million excluding VAT, or £18 million including VAT. The planned contract period is 1 October 2027 to 30 September 2031, with renewal provisions allowing the period to extend to 30 September 2033. The buyer expects the next notice to be published on 18 January 2027. Interested suppliers are expected to request a short questionnaire by 5pm on 24 September 2026 and return completed questionnaires by 5pm on 1 October 2026. These dates relate to engagement, not tender submissions.

The planned framework should suit manufacturers, distributors and specialist suppliers of pathology and laboratory products that can supply a broad range of consumables, small equipment, instruments and associated apparatus to NHS organisations. Relevant businesses may include suppliers of laboratory plasticware and glassware, biopsy products, mortuary consumables, microscopy consumables and laboratory equipment. The breadth of the proposed scope means businesses with either a comprehensive catalogue or a strong specialist range may wish to prepare. Suppliers should be ready to explain their product range, supply capacity, distribution arrangements and experience supporting clinical laboratories or other regulated healthcare environments during the engagement exercise. The lot is expressly identified as suitable for SMEs, so smaller specialist businesses may be able to participate directly or consider partnering with complementary suppliers.

NHS Wales Shared Services Partnership Procurement Services (NWSSP-ProcS), hosted by Velindre NHS Trust, intends to undertake a procurement activity for the provision of Pathology Consumables, Equipment, and Instruments. The scope is expected to include, but not be limited to, laboratory plasticware and glassware, small equipment and apparatus, biopsy consumables, mortuary consumables and microscopy consumables. NWSSP-ProcS invites interested suppliers to participate in this early engagement exercise and to request a short questionnaire relating to the opportunity. The following NHS Wales organisations are expected to be included within the opportunity: Aneurin Bevan University Health Board, Betsi Cadwaladr University Health Board, Cardiff and Vale University Health Board, Cwm Taf Morgannwg University Health Board, Hywel Dda University Health Board, Public Health Wales NHS Trust, Swansea Bay University Health Board, Velindre NHS Trust, including the Surgical Material Testing Laboratory (SMTL) and Welsh Blood Service.
