Summary of the contracting process

The Bank of England is planning a cash-in-transit logistics service covering several types of secure cash movement. The scope includes ad hoc very high-value domestic consignments between two fixed locations; ad hoc high-value consignments between England and Northern Ireland; ad hoc international consignments; lower-value ad hoc domestic consignments; and lower-value domestic consignments between three fixed locations. The work is classified as security and banking-related services. Delivery will cover the United Kingdom, including domestic routes, England–Northern Ireland movements and international consignments. The Bank of England is the buying organisation. The requirement is structured as one lot and is identified as suitable for small and medium-sized enterprises.

This procurement is at the planning stage and is not yet a tender or invitation to bid. The Bank is undertaking preliminary market engagement to inform the future specification. Interested suppliers are expected to register interest, provide introductory information and may return a feedback form through the Bank’s supplier portal by 8 October 2026. The buyer anticipates issuing tenders in January 2027, with the contract expected to start on 30 June 2027. The planned contract period runs to 29 June 2032, with renewal provisions allowing an extension to 29 June 2035. The estimated value is £1,666,666 excluding VAT, or £2,000,000 including VAT; this is an estimate and not a commitment to spend. The process is above the relevant threshold.

This engagement will suit specialist cash-in-transit, secure logistics and security providers with the operational reach to handle domestic, cross-border and international consignments. Relevant businesses should be able to manage both very high-value and lower-value movements, including ad hoc work and scheduled routes between fixed locations. Preparation should focus on demonstrating secure custody and transport arrangements, trained personnel, resilient operational capacity, route planning, incident management and the ability to meet the Bank’s requirements for valuable consignments. Providers with established coverage across the United Kingdom, experience moving cash between England and Northern Ireland, and international logistics capability are likely to be well placed. SMEs are expressly identified as suitable participants. This is preparation for a future tender, not an opportunity to bid for now.
