Summary of the contracting process

Liverpool City Council procured remedial passive fire compartmentation works at the Sedgemoor Dementia and Care Hub in Liverpool. The requirement arose after a fire risk assessment identified serious deficiencies in the building’s passive fire protection, including extensive breaches in roof-void compartmentation and unsealed ceiling penetrations. The works are intended to restore the building’s fire compartmentation strategy and address the remedial action plan. The scope is informed by a retrospective fire strategy, a detailed compartmentation survey and remedial plan, and fire door inspections and surveys. This is specialist fireproofing and fire-safety remediation work in a residential care setting, delivered for the Council at the care hub.

The procurement is complete and was awarded following a below-threshold limited competition. One lot was awarded to Fire Block Ltd. The contract was signed on 14 August 2026 and awarded for £58,800 excluding VAT, or £70,560 including VAT. The contract runs from 17 August 2026 to 17 September 2026 and is recorded as active. The award covers fireproofing works associated with the remedial passive compartmentation requirement. Liverpool City Council is the buyer. The procurement followed specialist surveys and an action plan that enabled the Council to seek indicative quotations from specialist contractors. Fire Block Ltd, an SME based in Liverpool, was selected as the supplier.

This award indicates demand from Liverpool City Council for specialist passive fire protection and remediation in care buildings. Competitors would need practical capability in fire compartmentation, particularly repairing roof-void breaches and sealing penetrations, together with the ability to work from survey findings and a structured remedial action plan. Relevant experience in fireproofing works, fire door inspections and surveys, retrospective fire strategies, and compliant remediation would make a supplier credible for a comparable requirement. The work also calls for the capacity to coordinate specialist building surveys with physical remedial works in an occupied or sensitive residential care environment. A local SME has demonstrated that this type of requirement can be delivered through a focused limited competition.

Notice Title

Remedial passive compartmentalisation work at Sedgemoor Dementia and Care Hub

Notice Description

Fire Risk Assessment (FRA) was undertaken at Sedgemoor Residential Care Hub in July 2025. The FRA identified significant and serious deficiencies in passive fire protection measures. In particular, it highlighted extensive breaches to the roof void compartmentation and unsealed ceiling penetrations, which materially compromise the building's fire compartmentation strategy. As a result of the FRA, and an action plan has been developed to rectify these issues. A "start from first principles" approach was adopted to ensure an effective and compliant remediation strategy. This included commissioning the following specialist surveys and documentation: * A retrospective fire strategy; * A detailed compartmentation survey, complete with a remedial action plan; * Fire door inspections and surveys. The compartmentation survey produced a structured remediation plan, which enabled the Council to seek indicative quotations from specialist contractors.
