Summary of the contracting process

Braintree District Council is exploring the purchase of reusable recycling sacks for commercial customers and residents of flats. The bags would provide an alternative where commercial premises lack space for standard recycling bins or boxes, and would help flat residents carry separated recycling to communal bins. The anticipated recycling streams include plastic, glass, cans, paper and card, food waste, and green waste. This is a goods requirement covering reusable sacks and bags, including polythene waste sacks and related waste containers. Delivery is expected across the Braintree district and wider Essex area. The council is seeking practical market input on solutions that support simpler recycling, sustainability, value for money and innovation.

This procurement is at the planning and market-engagement stage; it is not an invitation to tender. Braintree District Council expects to review responses before deciding how to structure the requirement and whether to proceed. Market engagement was issued on 8 September 2026, with responses described as due by 18 September 2026 at 12:00, while the scheduled engagement milestone is recorded as 21 September 2026 at 23:59. The council expects any tender to be issued after reviewing the engagement, with the date to be confirmed. The indicative contract period is 4 January 2027 to 25 January 2029, with renewal potentially extending to 25 January 2031. The estimated value is £150,000 excluding VAT, or £180,000 including VAT. One lot is planned, and the requirement is identified as suitable for SMEs.

The engagement will suit manufacturers, distributors and specialist suppliers of reusable recycling bags, sacks or lightweight waste containers. Businesses should be able to propose durable, reusable products suitable for repeated handling by commercial customers and residents, with designs that support the council’s separate recycling streams and communal-bin arrangements. Relevant suppliers may be able to contribute product knowledge, material and sustainability expertise, practical distribution capacity, and evidence that their products can withstand regular use. The council is specifically seeking ideas that promote sustainability, innovation and value for money, so suppliers should prepare clear information on product options, usability, environmental performance and supply arrangements. The market engagement is a preparation exercise rather than a bid opportunity; interested businesses should use it to shape the future specification and demonstrate their capability before any tender is issued.
