Leidos Supply Limited, working with the Ministry of Defence through Team Leidos, is planning a framework for the supply of over-labelled pre-packed medicines across the United Kingdom. The requirement covers pre-defined pharmaceutical products and doses, including branded medical products, with a specific pre-printed MOD label carrying instructions and other information. Its estimated value is between £3,500,000 and £4,000,000; the published tender value is £4,000,000, with a gross value of £4,800,000. There is one planned lot, and participation is identified as suitable for SMEs.

This preparatory engagement will suit pharmaceutical manufacturers, medicines suppliers, wholesalers and specialist distributors able to provide branded and other pre-defined medical products in pre-packed, over-labelled form. Relevant businesses should be ready to explain their product range, dosing formats, labelling capability, quality controls, packaging arrangements and ability to meet MOD-specific instructions and information requirements. Suppliers with experience of regulated pharmaceutical manufacture or supply, inventory management and dependable distribution are likely to be well placed to contribute useful market intelligence. The buyer is specifically seeking innovative approaches and information about current market capability, so businesses should prepare concise evidence of technical capacity, supply resilience, product availability and any delivery or labelling solutions they can offer.

Notice Description

In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are intending to investigate innovative approaches to fill our Supply of Over Labelled Pre-Packed Medicines requirements. This is to supply over-labelled medical pharmaceutical articles, including branded products. Over-labelled medicines have pre-defined products and doses, with a pre-printed specific MOD label containing instructions and other information. It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range. Team Leidos wishes to generate interest, information and views with other companies to understand the current market innovation and gain useful intelligence that can help our requirement.
