Notice Description

The SIAM Service desk and AWS management service has been provided by Colibri in its various forms since 2012 and was responsible for the first move into cloud computing/hosting for the industry. The service was originally implemented for the NationalRail website and Darwin services providing customers and TOC's with rail information, including live departure board information, journey planning, fare information, Stations and disruption updates fulfilling many regulated requirements. The service subsequently evolved to support all services under the National Rail branding that includes Railcards, Days Out Guide and other non-Nationalrail products, most recently the Rail Data Marketplace and the new GBR.uk website.

Procurement Information

RDG considers that replacing the incumbent solution would require significant redevelopment, integration, testing, migration and implementation activities in order to replicate the existing functionality and operational performance of the current service. Whilst alternative suppliers exist within the wider market for both parts (Service desk & AWS Hosting Management) implementation of an alternative solution or solutions (could be split as there might not be a supplier who could be both) would create substantial technical challenges and introduce a significant programme of change for a service that is currently fully operational and integrated within RDG's existing environment. RDG therefore considers that a change of supplier would result in disproportionate technical difficulties in implementation, operation and maintenance, satisfying the requirements of Schedule 5 of the Procurement Act 2023 relating to additional or repeat services supplied by the existing supplier.
