Summary of the contracting process

Norwich City Council is procuring structural repair and refurbishment works at St Andrews multi-storey car park in Norwich. The single works package covers remedial measures for water ingress; replacement of defective galvanised gutters with PVC gutters; bund seals, movement-joint repairs and drainage renewal; and localised preparation of corroded structural steelwork. The steelwork will receive a Macropoxy 400 Zinc Phosphate Epoxy primer and Acrolon 7300 polyurethane finish to provide a C4 high-durability protective system. Minor improvements identified during construction are also included. Works must be sequenced level by level while the car park remains operational below the working deck, with drainage coordinated with steelwork refurbishment. The procurement is for structural, concrete repair and refurbishment works in Norwich.

The procurement has reached tender: Norwich City Council invited offers through an open, below-threshold competition under the Procurement Act 2023. Tenders were to be submitted electronically through the Council’s e-tendering portal by 12:00 noon on 14 October 2026; the deadline was extended to that date by amendment. The contract is scheduled to run from 1 February 2027 to 1 May 2027. The estimated value is £600,000 excluding VAT, or £720,000 including VAT. There is one lot, identified as suitable for small and medium-sized enterprises. Evaluation is weighted 60% quality and 40% price. Quality assessment covers delivery of the works, social value, performance monitoring and quality management, previous project experience, the project programme, and CDM and health and safety.

This opportunity suits a principal structural repair or refurbishment contractor able to coordinate a multi-disciplinary programme in an operational multi-storey car park. Relevant capability includes repairing drainage, gutters, bund seals and movement joints, preparing and protecting corroded structural steel, and managing level-by-level works around ongoing car-park use. Suppliers should be able to plan and monitor quality, manage construction risks and meet CDM and health and safety requirements. Experience on comparable structural repair or refurbishment projects will be tested, alongside the proposed programme and approach to delivery. The specialist steel preparation and coating elements may suit firms with appropriate in-house expertise or a contractor able to form a delivery team with specialist subcontractors. The tender also assesses social value.
