Summary of the contracting process

Durham County Council is seeking a provider of manned security guard services at Aycliffe Secure Centre in County Durham. The centre provides care and education for up to 34 vulnerable young people aged 10–18, and includes a transition home for up to four young people moving into community-based accommodation. The requirement is for security services (CPV 79710000) at the secure centre. The tender specification sets out the detailed service requirements. The council is the buyer and is procuring one service package.

The council invited offers through an open procedure. The tender was amended to update the Approved Contractor Scheme requirements and extend the submission deadline. Enquiries were due by 7 October 2026 at 12:00, and bids by 15 October 2026 at 10:00. The estimated contract period is 1 February 2027 to 31 January 2029, with an option for one further 24-month period, subject to performance and a requirements review; the maximum possible end date is 31 January 2031. The estimated value is £900,000 excluding VAT (£1,080,000 including VAT). Evaluation weights price at 40%, service delivery at 25%, contract management at 25% and social value at 10%.

This opportunity suits security providers able to deliver staffed guarding at a secure care and education setting for vulnerable young people. The bidding organisation must be listed on the Security Industry Authority’s Approved Contractor Scheme for the licensable activity of Security Guard; this approval cannot be met through a subcontractor. Small and medium-sized businesses are identified as suitable to compete. Providers should be able to manage contract performance and demonstrate a strong approach to service delivery, as together these account for half of the evaluation weighting. Social value also contributes to scoring. The supplier must be able to accommodate changes in operational hours, staffing, locations or service requirements, including increases or reductions, and payment is for services actually delivered.
