Summary of the contracting process

Nottingham Community Housing Association Limited is procuring ad hoc waste management services to supplement local authority provision where this does not meet operational needs. The service must respond flexibly to urgent, unplanned and more complex clearance requirements at residential properties and in surrounding environments. There are two service areas: Assets & Property Services Office & Maintenance Waste, covering the head office, depot, satellite and temporary sites, and Residential Waste. The first lot includes general and recyclable office waste, confidential, food, sanitary, electrical, battery, bulky, paint, gas-canister and non-hazardous clinical waste, alongside construction and maintenance materials such as wood, metal, plasterboard, glass and inert waste. Delivery covers Nottinghamshire, Derbyshire, Lincolnshire, Leicestershire, Northamptonshire, Rutland and the wider NCHA service area.

The procurement has reached tender: the buyer invited offers through an open procedure. Suppliers may tender for one or both lots and may be awarded either or both, subject to evaluation. Enquiries had to be submitted by 8 October 2026 at 13:00, and tenders by 15 October 2026 at 13:00. Electronic submission is allowed in English; suppliers were directed to register and download the Procurement Specific Questionnaire through MyTenders. The evaluation is 40% price and 60% quality for each lot. The contract period is 1 December 2026 to 30 November 2028, with optional extensions under a 2+2+1+1-year arrangement, potentially ending 30 November 2032 and dependent on performance. The stated procurement and lot values are £200 and £100 gross respectively, although the procurement description says the initial figure is not reflective of anticipated contract value.

This opportunity suits waste management contractors able to provide a responsive, flexible and geographically broad service across the East Midlands. Relevant capability includes arranging urgent and unplanned collections, complex clearances and ad hoc support for housing and property operations. Suppliers should be able to handle varied office, residential, construction, maintenance, bulky and potentially hazardous waste streams, including recycling, WEEE, batteries, paint, gas canisters and non-hazardous clinical waste such as sharps. Experience serving multiple operational sites, temporary works locations and residential environments would be useful, as would the capacity to manage changing service areas and fluctuating requirements. The procurement is identified as suitable for small and medium-sized enterprises, and the quality-led evaluation gives businesses an opportunity to demonstrate service reliability, operational methods and environmental competence alongside price.
