Summary of the contracting process

Alliance Norse Limited commissioned works to upgrade 84 fire alarm systems at Hartington Gardens, a residential complex in Buxton for tenants aged over 55 who live independently. The works cover the communal areas, apartments, communal kitchen and social spaces, with the purpose of bringing the fire alarm provision in line with a Fire Risk Assessment and establishing a “Stay Put” system. The communal areas require a BS 5839 Part 1 L1 system, while the apartments require BS 5839 Part 6 Grade D LD1 systems. The procurement was undertaken by Norse Commercial Services Limited on behalf of Alliance Norse, following an instruction from High Peak Borough Council. The work is classified as fire-alarm system installation and related alarm works, delivered at Hartington Gardens in Buxton.

The procurement is complete and the contract was awarded through a below-threshold limited competition. Task Energy Ltd was selected for the single lot. The contract was signed on 27 August 2026 and runs from 28 August 2026 to 23 December 2026. Its value is £171,973.89 excluding VAT, or £206,368.67 including VAT. The requirement was evaluated through the limited competition procedure; the published information identifies the fire alarm upgrade works and the applicable technical standards as the basis of the requirement. The awarded contract is active. This outcome shows a defined, single-package works contract covering 84 systems rather than a framework or a multi-lot programme.

This procurement is relevant to contractors specialising in fire alarm design, installation, upgrading and compliance work in occupied residential settings. A credible competitor for a future requirement would need the capacity to survey and upgrade a substantial number of systems, coordinate work across communal areas and individual flats, and deliver installations aligned with BS 5839 Part 1 L1 and BS 5839 Part 6 Grade D LD1. Experience of sheltered, supported or over-55s housing would be directly relevant, particularly where residents live independently and communal kitchens and social areas remain in use. Suppliers should also be able to implement a “Stay Put” fire strategy and work from fire-risk-assessment requirements. The award to an SME indicates that a specialist small or medium-sized fire-systems contractor can meet this type of requirement.
