Torbay Council is procuring accommodation cleaning services for temporary accommodation, a hostel and council-owned permanent accommodation within its boundaries, predominantly in Torquay and Paignton. The procurement has reached tender: Torbay Council invited offers through an open procedure, with electronic submission allowed in English. Questions had to be submitted by 24 September 2026 at 17:00, and offers by 8 October 2026 at 12:00. The evaluation is 50% method statements, 10% social value and 40% price for each lot. Lot 1 has an estimated value of £300,000 excluding VAT (£360,000 including VAT); Lot 2 is £90,000 excluding VAT (£108,000 including VAT). The contract is scheduled to run from 1 December 2026 to 30 November 2028, with one optional 12-month extension to 30 November 2029. Award decisions are due by 16 November 2026. Each lot is intended for a single supplier, and bids may cover one or both lots.

Lot 2 requires the capacity to service a hostel with bedrooms, en-suite facilities and communal areas on a fortnightly and vacancy-led basis. Financial capacity and the ability to obtain relevant insurance before service commencement are also selection requirements. The lots are identified as suitable for small and medium-sized enterprises.

This tender is for the provision of Cleaning Services at specific sites for the Hostel, Temporary Accommodation and Torbay Council Owned Permanent Accommodation within Torbay Council boundaries, predominantly in Torquay and Paignton. The site list may also be extended or reduced to include or exclude different locations during the contract period. The successful Supplier(s) is expected to carry out the duties as stated in the Part 2 Specification and any ad-hoc requirements to a very high standard. The tender is being split into two lots: Lot 1 - Temporary Accommodation Lot 2 - Hostel

Lot Information

Lot 1 Temporary Accommodation

Torbay Council currently has 49 temporary accommodation properties, which are located in Torquay, Paignton and Brixham. There are 45 self-contained properties and 4 HMO's (House in Multiple Occupancy). The Temporary accommodation properties will require void cleaning (flipping), before a new tenant(s) move in. This is a specialist cleaning service that is required for the vacated properties. The HMO properties require regular cleaning of the communal areas and void cleaning of the bedrooms once a tenant has moved out.

Lot 2 Hostel

The Hostel is located in Torquay and compromises of 28 bedrooms (of which, 26 of those bedrooms have en-suite shower rooms) and communal areas. The communal areas required to be cleaned fortnightly, and void cleans will be required once a bedroom has become vacant.
