Summary of the contracting process

The Ministry of Defence is exploring scalable, non-energetic first-person-view (FPV) training systems using small unmanned aircraft for Army training, experimentation and force development under Project UBIQUITY. The requirement is expected to cover FPV aircraft and associated ground control stations, batteries, spares, repair support, and training and documentation support. This is primarily a supply of unmanned aerial vehicles and related support services, intended for delivery and use in the United Kingdom. The Ministry wants to understand whether suppliers can provide affordable systems at scale, assess the competitive supplier landscape and use market feedback to refine its User Requirement Document before deciding whether to launch a formal procurement. The work is classified as a defence and security requirement and is indicated as suitable for small and medium-sized enterprises.

This process is at the early market-engagement stage, not a tender or invitation to submit a bid. The Ministry is seeking expressions of interest and market feedback to inform its commercial strategy and any later competitive procurement. Suppliers are asked to indicate interest by 2 October 2026, with any future opportunity subject to separate approval and a separate competition. The current estimated value is £3,000,000 excluding VAT, or £3,600,000 including VAT. The planned contract period is 11 January 2027 to 10 January 2028, with a possible extension to 9 January 2029 and a renewal provision. The requirement is above the applicable threshold and is organised as one planned lot. No formal bids, proposals or pricing are requested at this stage.

This engagement is relevant to suppliers able to design, manufacture, integrate or support FPV small unmanned aircraft systems for defence training and experimentation. Strong candidates are likely to offer scalable and affordable platforms, compatible ground control stations, battery solutions, spares supply and repair capability, together with practical operator training and clear technical documentation. The Ministry is specifically testing supplier capability and the depth of the competitive market, so businesses with evidence of delivering reliable unmanned systems, training equipment or related through-life support should prepare concise information about their products, production capacity, support model and ability to scale. Small and medium-sized businesses are identified as suitable participants. Firms with complementary capabilities may also consider whether collaboration or supply-chain arrangements would provide the full system and support package.

The Authority is not seeking formal bids, proposals or pricing at this stage, and participation in this market engagement activity will not confer any advantage or disadvantage in any future procurement process. The Authority reserves the right to use the information obtained through this market engagement to inform the commercial strategy. Any future procurement opportunity arising from this requirement will be subject to separate approval and, where appropriate, will be advertised and competed through the relevant procurement channels in accordance with applicable procurement legislation and policy.
