Summary of the contracting process

Hertfordshire County Council is procuring Support at Home Lead Provider Services, a social care service for people who meet Care Act eligibility criteria following a Connected Lives assessment by the Council’s care management team. The procurement covers 11 Hertfordshire areas: Welwyn Hatfield, Stevenage, Broxbourne, East Herts, Three Rivers, Watford, Hertsmere, Dacorum West, Dacorum East, St Albans South, and St Albans North, Harpenden and Villages. It is a health and social work services requirement, including social services without accommodation.

Quality scores 80% and price 20%.

This opportunity suits established social care providers able to deliver person-centred, enabling support at home across a defined Hertfordshire district. Bidders need the operational capability to accept and manage all referred Support at Home packages in their chosen area, while responding flexibly when demand or requirements change. They should have suitable economic and technical capacity, as these are the stated selection areas, and be able to demonstrate a strong quality-led service: quality carries four times the weighting of price. Small and medium-sized businesses and voluntary, community and social enterprises are expressly considered suitable. Providers must be prepared to execute the contract as a deed, comply with payment and invoicing terms, and protect confidential TUPE employee liability information and personal data. A single provider will be appointed for each area, with a maximum of four Support at Home lots per provider.

Hertfordshire County Council is currently out to procurement for the Provision of Support at Home Lead Provider Services. Support at Home delivers social care to those meeting Care Act eligibility criteria, based on a Connected Lives assessment carried out by the Council's care management team. Services are delivered in an enabling manner and may be chargeable following a financial assessment. Support at Home is commissioned via a two-tier model, where the Lead Provider is referred all Support at Home packages in their district. Where a Lead Provider is unable to support, the remainder of the market is delivered by the Council's Support at Home Spot Provider Framework. There will be one Support at Home Lead Provider for each lot area. A maximum of 4 Support at Home lots will be awarded to a single provider. under each contract type (ie a bidder could win 4 Reablement contracts and 4 Support at Home contracts maximum).
