Summary of the contracting process

Hampshire and Isle of Wight Constabulary is buying dog kennelling services for dangerous, seized and prisoners’ dogs through a framework jointly involving Thames Valley Police. The requirement covers dogs taken into police care, including dangerous and Section 1 illegal dogs, prisoner dogs, animal welfare cases, dogs of deceased owners and hare coursing dogs. Services include kennelling, collection, movement and rehoming. Suppliers can also provide selected kennelling, movement, rehoming and access-to-dog-pool services under the other-services lot, rather than the complete requirement. Work will be delivered in Hampshire and the Isle of Wight for the first police force, and in Oxfordshire, Buckinghamshire and Berkshire for Thames Valley Police. The buying organisation is the Chief Constable for Hampshire and the Isle of Wight; the Chief Constable of Thames Valley Police is a participating contracting authority.

Fully managed bidders need capacity to provide the complete service: kennelling, collections, movement and rehoming. The Hampshire and Isle of Wight fully managed supplier must be situated within Hampshire. The Thames Valley Police supplier must be situated in Oxfordshire, Buckinghamshire or Berkshire. Smaller businesses are expressly considered suitable. Providers that cannot deliver the full managed service can still compete for the other-services lot by selecting individual service areas, such as kennelling, movement or rehoming for either police force. Case-by-case use may depend on price, location, availability, response time and the needs of each animal.

Lot Information

Hampshire and Isle of Wight Constabulary (HIOWC) - Fully Managed Service

HIOWC requires at least one Supplier (Kennel) to provide Dog Kennelling Services for all seized dogs that come into police care, namely dangerous, Section 1 illegal dogs, prisoner, animal welfare, deceased owner & hare coursing dogs, for the below services: Kennelling Collections Movement Rehoming At least one Supplier (Kennel) will be appointed for HIOWC and will be situated within Hampshire.

Thames Valley Police (TVP) - Fully Managed Service

TVP requires at least one Supplier (Kennel) to provide Dog Kennelling Services for all seized dogs that come into police care, namely dangerous, Section 1 illegal dogs, prisoner, animal welfare, deceased owner & hare coursing dogs, for the below services: Kennelling Collections Movement Rehoming At least one Supplier (Kennel) will be appointed for TVP and will be situated within Oxfordshire, Buckinghamshire, and Berkshire.

Other Services

HIOWC and TVP requires Suppliers (Kennels) to provide a range of specified services and access to pools of dogs (listed below), as required. Under this lot (2), suppliers are not required to provide the full range of services. Kennelling, movement and rehoming HIOWC. Kennelling, movement and rehoming TVP. Kennelling HIOWC. Kennelling TVP. It is the intention for individual requirements that the Nominated Officer will decide which Framework Kennels to be used on a case by case basis. This will be decided upon a number of factors, not necessarily in order of precedence including but not limited to: price, geographical location, availability, response time, needs of the specific animal and other operational factors.
