Notice Description
The Public Sector Broadband Aggregation (PSBA) network is a Welsh Government programme, delivered by BT, which provides secure, resilient and value-for-money connectivity services to over 110 public sector organisations across Wales. AWMGS has been allocated budget to ensure order are raised with BT to ensure the Public Sector Broadband Aggregation (PSBA) can be utilised on site.

The Public Sector Broadband Aggregation (PSBA) network, delivered by BT on behalf of the Welsh Government, provides secure and resilient connectivity to public sector organisations across Wales, including NHS Wales. It supports access to critical clinical, administrative and cloud-based services, enabling secure information sharing and collaboration. PSBA also offers cloud connectivity services that provide scalable, high-capacity and resilient network access to support digital transformation and growing service demands. A Welsh Government framework is available for PSBA services, through which BT provides the Cloud Connect solution required by Cardiff and Vale UHB.
Procurement Information
Cardiff and Vale University Health Board requires a Cloud Connect service that integrates with the existing Public Sector Broadband Aggregation (PSBA) network, which provides the core connectivity infrastructure for NHS Wales. BT is the designated provider of PSBA and its associated Cloud Connect services under the Welsh Government framework. As the service must be fully integrated with the existing PSBA environment, no alternative supplier can provide the required solution without significant technical and operational risks. Accordingly, BT is the only supplier capable of meeting the requirement, and the award is justified on the basis of absence of competition for technical reasons.
