Summary of the contracting process

Peabody Trust procured software-related services to support energy performance and retrofit planning across its housing stock. The requirement covers modelling SAP scores and Energy Performance Certificate (EPC) bands from Peabody’s core asset information, collecting and storing lodged EPC records, and enabling scenario modelling for retrofit programmes and target EPC bands, including the route to net zero. The service also supports estimates of energy consumption for annual carbon reporting. Delivery is associated with Peabody’s UK-wide portfolio, with the award recording delivery in the United Kingdom. This is a housing data, energy performance and retrofit-planning requirement rather than construction delivery itself. Suppliers operating EPC and building-energy data platforms, property information systems or retrofit modelling services would be relevant to this work.

The procurement is complete and was awarded through a below-threshold route, with the specific method recorded as unknown. It comprised one lot. The contract was awarded to Cotality UK Ltd, and the award is active. The contract was signed on 29 August 2026 and runs from 30 August 2026 to 29 August 2029. Its gross value is £72,759.60. The requirement was evaluated as a services procurement for software-related services. The contract covers the full portfolio requirement rather than separate published awards for different service areas. Peabody Trust is the buying organisation. The recorded outcome is therefore a three-year contract for portfolio-wide EPC calculation, EPC data storage and retrofit scenario modelling, with Cotality UK Ltd selected as supplier.

For a future requirement of this kind, credible suppliers would need to combine housing stock data management with building-energy assessment and retrofit modelling. Relevant capability includes calculating or modelling SAP scores and EPC bands from core property information, ingesting and maintaining lodged EPC records, and presenting reliable scenario analysis for retrofit pathways and net-zero or EPC-band targets. The service also needs to produce usable energy-consumption estimates for organisational carbon reporting. Competitors are likely to be strongest where they can demonstrate a mature software platform, secure handling of large property portfolios, data quality controls and practical reporting for housing asset teams. Experience translating portfolio data into prioritised retrofit planning would be important, alongside the capacity to support a multi-year service for a large housing provider.
