National Highways Limited is planning a long-term through-life support service for its Stopped Vehicle Detection (SVD) service across England’s Strategic Road Network. The work covers approximately 27 operational SVD schemes across six regions, supporting All Lane Running motorway sections through the provision and maintenance of SVD technology and associated operational systems. This procurement is at the planning stage: National Highways has announced its intention to procure, but this process does not invite tenders. The buyer expects to use a competitive flexible procedure. It is planned as one lot and is above the relevant threshold. The estimated contract value is £37.8 million excluding VAT, or £45.36 million including VAT. The anticipated contract period is from 1 September 2027 to 1 September 2036. National Highways currently expects the next procurement notice to be published on 29 December 2026. These dates and the proposed procedure are indicative planning information. The requirement is intended to provide advance visibility so suppliers can assess the scope and prepare for the future market exercise.

The requirement will suit suppliers able to provide long-term operational support for safety-critical roadside monitoring technology at national network scale. Relevant capability is likely to include maintaining large estates of endpoint devices, delivering planned and reactive maintenance, supporting applications and operational systems, and improving technology while services remain in use. Experience coordinating work across multiple regions and with Regional Operations Centres would be useful, as would the capacity to support motorway infrastructure and service continuity. Suppliers with traffic monitoring, intelligent transport systems, roadside technology, systems integration or specialist maintenance expertise should monitor the procurement and prepare evidence of comparable delivery. National Highways has indicated that the planned lot is suitable for small and medium-sized enterprises and voluntary, community or social enterprises, creating scope for specialist firms and delivery partners when the procurement reaches market.

Covering over 4,500 miles of motorways and major A roads, the SRN is a vital component of the UK's transport infrastructure, carrying a third of all traffic and two-thirds of freight. The requirement is expected to support approximately 27 operational SVD schemes across 6-Regions of the SRN. Where each SVD scheme is monitored by a nominated Regional Operations Centre (ROC). The service supports the safe operation of All Lane Running sections of motorway through the provision and maintenance of SVD technology and associated support services. The installed SVD estate comprises approximately 1,310 endpoint devices. The future contract requires support, maintenance, both reactive and cyclical, and improvement of the SVD application and associated operational systems. Telecommunications services provided through the National Roads Telecommunications Service (NRTS) are currently anticipated to remain outside the scope of the procurement. This Pipeline Notice is intended to provide advance visibility of a potential future procurement and to assist supplier market awareness and planning.
