Notice Description
Oxford Health NHS Foundation Trust ("the Trust") is undertaking Preliminary Market Engagement (PME) pursuant to the Procurement Act 2023 to inform the development of a proposed EsFor further detatates & Facilities Dynamic Market. The Trust wishes to engage with suppliers of varying sizes, including SMEs, VCSEs, regional providers, specialist contractors and national organisations, to seek feedback on the proposed structure, accessibility and operation of the Dynamic Market. This engagement forms part of the Trust's market analysis and procurement planning activities and is not a call for competition. Participation in this engagement exercise will not confer any advantage or disadvantage in any future procurement process. Planning Information
Potential Scope The Dynamic Market may include, but is not limited to, the following categories: Estates Works • Construction - (Demolition works, building and engineering work relating to refurbishments, extensions, reconfigurations and new builds) • Electrical Services – (Strip out works, installation of new cabling and conduit systems, switch boards, cabling replacement, fire alarms install and replacement works etc) • Mechanical – (Strip out works, installation of new water and h eating new systems, reconfiguration of existing water and heating systems, boiler room refurbishment & sprinkler systems etc • Roofing – (Removal of existing pitched roof finishes, including felt and battens, new tiled roof installations, replacement of existing flat roof covering and any other roof works. • External Work – (Landscaping works, soft and hard, resurfacing works, re-road/car parking marking works, street furniture and fencing etc. • Net Zero Engineering Installations – (Solar Panels supply and installation, EV, Electrical car charging supply and fit including supply of cabling, Ground source heat pump supply and installation, this may include all ground works and associated reconfiguration of heating systems) • Modular Building – (Modular buildings, including full supply and installation and or modular components) • Water Hygiene Services NTC market feedback received during the PME process. Market Engagement Activities The Trust intends to undertake the following engagement activities: • Online supplier questionnaire. • Written feedback submissions. • Supplier engagement events/webinars. • One-to-one supplier discussions where appropriate. • Review of market capacity and capability. The questionnaire will seek feedback on: • Accessibility and proportionality of the Dynamic Market. • Financial thresholds and selection requirements. • Evaluation approaches. • Social value opportunities. • Sustainability commitments. • Market categories and specialist services. • Continuous supplier onboarding arrangements. The Trust's soft market testing questionnaire forms part of this engagement exercise.
