Summary of the contracting process

The Royal Borough of Greenwich is planning metalwork works for its social housing stock, communal areas, estates and associated buildings. The requirement covers responsive repairs, minor works, fabrication, installation, maintenance and replacement of metalwork components. This is a construction and metalworking service, classified under CPV 45262670. Work will be carried out across the Royal Borough of Greenwich’s housing and related buildings in London. The council is the buyer and intends to appoint a contractor for the full range of services within one lot. The requirement is relevant to businesses that can provide on-site metalwork repairs and maintenance alongside workshop fabrication, installation and component replacement for housing and communal environments.

This procurement is at the planning stage and is not yet an invitation to tender. The council currently intends to use the open procedure for one lot. It has scheduled preliminary market engagement to test supplier interest and market capacity; participation will not affect later tender evaluation or be required to participate. The council expects suppliers to submit expressions of interest for the engagement by 25 September 2026, and currently expects the future procurement notice to be published on 5 October 2026. The estimated contract period is 4 January 2027 to 3 January 2030. The estimated value is £380,000 excluding VAT and £456,000 including VAT. The lot is marked as suitable for SMEs.

The planned work should suit established metalwork, fabrication, building maintenance and housing repairs contractors, including small and medium-sized enterprises. Relevant suppliers will need the practical capability to respond to repair requests, undertake minor works, fabricate components, install and replace metalwork, and maintain existing assets across occupied or communal housing environments. Experience of coordinating varied works across estates and associated buildings would be useful, as would the capacity to provide a responsive service over the contract period. Businesses with workshop and mobile on-site resources are likely to be well placed to prepare. Suppliers can use the preliminary engagement to demonstrate that they are suitably qualified, explain their service capacity and help the council understand the available market before the tender is issued.
