Summary of the contracting process

Gloucestershire Hospitals Subsidiary Company Limited procured an update to the hospital door-access network. The work addresses building-management and door-access controls that were offline because devices were using conflicting IP addresses on the same virtual local area network. It involves readdressing all door-access controls onto a dedicated VLAN made available by the IT team. The purpose is to restore reliable operation of access cards and enable new doctors to access hospital areas, while allowing theatres to secure their doors. The requirement concerns network infrastructure and access-control systems, including network cabling (CPV 32421000). Delivery is for Gloucestershire Hospitals, with the stated operational problem particularly affecting CGH. The selected supplier, ASG UK (Systems) Limited, is based in Gloucestershire and is identified as an SME and voluntary, community or social enterprise.

The procurement is complete and was awarded through a direct, below-threshold procedure without competition. One lot was completed. ASG UK (Systems) Limited received the award, which remains active, and the associated contract is active. The award date and contract signature date were 10 September 2026. The contract runs from 10 September 2026 to 31 March 2027. Its value is £21,729.92 excluding VAT and £26,075.90 including VAT. The buyer is Gloucestershire Hospitals Subsidiary Company Limited. The procurement was for goods, with the award covering network cabling associated with the hospital door-access controls. The available outcome shows a single supplier selected for the complete requirement rather than separate awards across multiple lots.

This procurement demonstrates demand from a hospital operator for suppliers able to diagnose and resolve network-addressing conflicts affecting physical security and building systems. Credible competitors would need practical expertise in VLAN design and migration, IP addressing, network cabling, and the integration or support of electronic door-access controls. They would also need to understand the operational consequences of network faults in a live healthcare environment, including access-card administration and theatre security. Experience of coordinating with hospital IT and estates teams would strengthen a future response, as would the capacity to readdress all affected controls consistently and minimise disruption across hospital buildings. The requirement also shows that a relatively focused, below-threshold systems intervention can be procured directly, making local capability and a clear record of reliable access-control network work commercially relevant.

Notice Title

Device vLAN update

Notice Description

There are currently a number of building management system controls and door access controls that are offline because of a conflict between the using the same IP addresses on the same VLAN. IT has made a dedicated VLAN available for the door access controls to move to and we now need all door access controls to be readdressed onto that VLAN. This issue is causing considerable problems especially at CGH where door access cards can't be updated so new doctors can't access areas within the hospital. The theatres are also unable to secure their doors.
