Summary of the contracting process

Leidos Supply Limited, through its Defence Clothing Team, is procuring Scottish parade wear for the UK Ministry of Defence. The requirement covers two clothing supply areas: kilts, trews, plaids and scarves, plus knitted stockings. This is a goods contract for specialist clothing and accessories, intended to support defence clothing and parade-wear requirements. Deliveries are to be made in the United Kingdom. The procurement is being managed by Leidos Supply Limited, with TVS Supply Chain Solutions Limited conducting parts of the evaluation. Suppliers operating in military, ceremonial, Highland dress, specialist textile or uniform clothing markets may find the scope relevant, particularly where they can supply the specified garments and accessories at the required scale.

The procurement has reached tender: the buyer invited offers through an open procedure, with electronic submission allowed in English. Enquiries were due by 12 February 2027 at 12:00 GMT, and tenders were due by 25 February 2027 at 12:00 GMT. Evaluation was scheduled to conclude by 29 July 2027 at 23:59 BST. The framework is valued at £1,000,000 excluding VAT, or £1,175,000 including VAT, over seven years from 31 January 2028 to 30 January 2035. Lot 1 covers kilts, trews, plaids and scarves, valued at £700,000 excluding VAT (£822,500 including VAT). Lot 2 covers knitted stockings, valued at £300,000 excluding VAT (£352,500 including VAT).

The opportunity suits suppliers able to provide Scottish parade clothing and knitted stockings, with the production, sourcing, quality control and logistics capability needed for a long-term defence supply arrangement. Both lots are identified as suitable for small and medium-sized enterprises. Bidders must pass every qualification question before their submissions proceed. They must then achieve at least 70% on the weighted technical questions, with evaluators able to reach a consensus score. Only bids passing the qualification and technical stages will have their prices assessed. The buyer intends to award at least one contract and may award up to four to secure full coverage of the required items and value for money. As a framework, it provides no guaranteed business.
