Summary of the contracting process

Brentwood Borough Council is planning to procure material re-processing services for dry recycling. The work will handle household recyclables collected at the council’s Waste Transfer Station at Warley Depot, Brentwood, before they are transferred to re-processors in separate material streams. The materials are paper and cardboard, cans and plastics, and mixed glass. Paper and cardboard are currently collected loose from reusable sacks; cans and plastics are also collected loose, while glass is collected separately from boxes. The council has already carried out earlier market engagement and is seeking further information to understand the market and review its contract options. One lot is planned, with an expected contract from 1 April 2027 to 31 March 2030, extendable to 31 March 2032. The estimated value is £2.2 million excluding VAT, or £2.64 million including VAT. Renewal is planned.

This will suit recycling and waste-management businesses able to receive, sort, process and route multiple dry-recycling material streams from a council transfer station. Suppliers should be prepared to demonstrate practical arrangements for handling paper and cardboard, cans and plastics, and mixed glass, including reliable onward re-processing through appropriate facilities or partners. The scale requires capacity for substantial annual tonnages: 2,307 tonnes of paper and cardboard, 808 tonnes of cans and plastics, and 1,592 tonnes of mixed glass were collected in 2025/26. Businesses with experience of kerbside-collected recyclable materials, alternate-week collection flows and public-sector service requirements should use the engagement stage to shape the future specification. The council identifies the lot as suitable for SMEs and VCSEs.

The Authority requires Material Re-Processing Services for Dry Recycling and engaged the market earlier this year to receive feedback on various aspects of this opportunity under UK2 notice 2026/S 000-067223 (ocds-h6vhtk-05d5be). The authority now requires additional information to gain further understanding of the current market and review their contract options. The Authority has its own Waste Transfer Station, located at Warley Depot, Brentwood, CM13 3BH. Kerbside collected recyclables from households are delivered to this depot and are currently transferred to individual re-processors in their separate material streams.: - PAPER AND CARDBOARD (currently collected loose from reusable sacks) - 2307 tonnes collected in 2025/2026 - CANS AND PLASTICS (currently collected loose from reusable sacks) - 808 tonnes collected in 2025/2026 - MIXED GLASS (currently collected separately from boxes) - 1592 tonnes collected in 2025/2026 (Collections take place on alternate weeks)
