Summary of the contracting process

First Great Western Limited is procuring railway rolling-stock maintenance services through a multi-supplier framework. The requirement covers planned and ad hoc fabrication, structural repair and composite repair work for trains and other rolling-stock. Three service areas are available: metal fabrication, replacement panels and non-structural body repairs; structural repairs to vehicle body shells and load-bearing structures, including specialist welding; and GRP, composite and moulded component repair, manufacture and refurbishment. Work will support Great Western Railway’s train and rolling-stock maintenance operations across London, the South East and the South West. The procurement is for services related to railway equipment repair and maintenance, including fabrication, bodywork and engineering support.

The procurement has reached tender: the buyer invited suppliers to submit offers through a single-stage open competitive flexible procedure. It is divided into three lots, and suppliers may tender for the lot or lots relevant to them. Enquiries and tender submissions were due by 7 October 2026 at 18:00 UK time, with an award decision due by 14 November 2026. Each lot has an estimated value of £7,000,000 excluding VAT and £8,200,000 including VAT. The framework’s total estimated value is £21,000,000 excluding VAT and £25,200,000 including VAT. Evaluation is 50% technical quality, 10% contractual quality and 40% commercial price.

This opportunity suits specialist railway engineering, fabrication and repair businesses, including SMEs. Lot 1 is aimed at sheet-metal fabricators, panel manufacturers and suppliers of cosmetic, non-structural body repairs. Lot 2 suits firms with railway engineering competence, coded welding capability and quality controls for safety-critical structural work. Relevant delivery must align with EN 15085-6, EN 12663, EN 15227, Railway Group Standards, Rail Industry Standards, original equipment manufacturer requirements and vehicle acceptance processes. Lot 3 is suited to specialists in fibreglass, GRP and other composite materials, mould manufacture, vehicle exterior mouldings and internal panels. Appointed suppliers will compete for specific commissions through further mini-competitions.
