Summary of the contracting process

London Borough of Brent intends to appoint a supplier for an integrated National Non-Domestic Rates (NNDR) service. The service will support the Council in administering business rates in line with statutory requirements, combining the relevant financial and business-service functions. The work is for Brent Council and will be delivered in the London Borough of Brent. It is classified as a service, with related classifications covering financial and insurance services and business services. The procurement is planned as a single service requirement rather than a set of separately described lots. The Council is seeking market views before finalising its tender, including information on the proposed contract, specification and requirements. Suppliers with experience delivering end-to-end NNDR or business-rates services for public authorities are likely to find the subject matter relevant.

This procurement is at the planning stage: Brent Council has announced its intention to procure and has not yet invited tenders. The Council expects to publish the tender in October 2026 and anticipates awarding the contract in May 2027. The estimated initial term is three years, with options to extend by two years plus a further two years. The estimated value is £1.5 million excluding VAT for three years and £3.45 million excluding VAT including the extensions. The planned contract period is from 1 May 2027 to 30 March 2030, with a possible maximum end date of 30 April 2034. An online market-engagement event is planned for 9 October 2026 through Microsoft Teams; interested organisations are asked to express interest through the London Tenders Portal to receive registration details. The procurement is above the relevant threshold.

The requirement is likely to suit suppliers able to provide a complete, integrated NNDR service rather than a narrow standalone product. Relevant preparation would include demonstrating operational knowledge of business-rates administration, the statutory framework governing NNDR, financial processing and the business-service interfaces needed to support a council. Suppliers should be prepared to explain how their service would meet Brent Council’s specification, manage the full service lifecycle and integrate the necessary processes and systems. Experience working with local authorities or other public-sector bodies would be directly relevant, particularly where suppliers can show reliable delivery of statutory revenues services at scale. The Council has indicated that the planned procurement is suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so those organisations may wish to assess whether their own capability or a partnership could support the requirement.
