Summary of the contracting process

Stockton-on-Tees Borough Council procured housing allocations software and associated information technology services for the Tees Valley HomeFinder partnership. The partnership covers Stockton-on-Tees, Middlesbrough and Redcar & Cleveland councils, alongside Beyond Housing and North Star. The solution supports the partners’ housing registers, identifies applicants who qualify for social housing, applies the Common Allocation Policy, advertises available properties and manages allocations and nominations to registered housing providers. The work serves a non-stock-holding local authority and its partners in the Tees Valley area. The procurement is categorised as services, with the stated classification covering information technology services. It concerns software supporting the administration of social housing applications and property lettings rather than construction, maintenance or the physical provision of housing.

The procurement is complete and was awarded to MRI Software Limited. Stockton-on-Tees Borough Council used a direct award below the applicable threshold, without competition. The award was made on 10 September 2026 and the contract was signed on the same date. The active contract runs from 1 January 2027 to 31 December 2030, with one extension available and a maximum end date of 31 December 2031. Its value is £258,228 excluding VAT, or £309,873.60 including VAT. The award covers one lot and one supplier. The contract is active, and the procurement records the requirement as an information technology service for housing allocations. No separate quality, price or other evaluation weighting is stated for this direct award.

This award demonstrates established demand from Stockton-on-Tees Borough Council and its Tees Valley HomeFinder partners for specialist housing allocations technology. Suppliers seeking to compete for a future requirement would need a credible software solution for maintaining housing registers, assessing eligibility and priorities, applying a shared allocation policy, advertising properties and supporting nominations to registered housing providers. Relevant capability includes dependable public-sector housing management software, secure handling of applicant and property data, configurable rules for different allocation schemes and support for multiple councils and housing organisations working together. Experience delivering and supporting comparable local-authority or social-housing systems would help demonstrate credibility. The requirement is substantial enough to involve a multi-partner operating model, so suppliers would need implementation, integration, user support and ongoing service capacity as well as the core software.
