Summary of the contracting process

The Police and Crime Commissioner for Warwickshire, on behalf of Warwickshire Police, is planning a vehicle recovery and associated services contract to support operational policing across Warwickshire. The service will remove, recover, store and process vehicles that are illegally, dangerously or obstructively parked, broken down, collision damaged, abandoned or stolen. It will also cover vehicles seized under relevant legislation, including the Police Reform Act 2002, the Road Traffic Act 1988 and the Serious Organised Crime and Police Act 2005. Services must be safe, efficient and compliant with legislation, statutory requirements, national and local guidance, and Warwickshire Police policies. The work is expected to be organised around geographical areas: North Warwickshire and its rural area, South Warwickshire, and Rugby. The procurement is for services, including vehicle towing, recovery, storage and road transport support.

This is a preliminary market engagement exercise at the planning stage, not an invitation to tender. The questionnaire is intended to gather market feedback on the proposed service model, risks, opportunities, lot structure and commercial approach. Suppliers are asked to return it by 12:00 midday on 7 October 2026; the buyer expects the next notice on 16 October 2026. A subsequent purchase is expected to use a full competitive tendering procedure under the Procurement Act 2023. Existing contracts expire on 30 June 2027, with the new contract expected to run from 1 July 2027 to 30 June 2030, with extensions potentially taking the total term to 30 June 2032. The indicative estimated value is £11,287,445 excluding VAT and £11,476,341 including VAT, based on a possible five-year term and 2025 volumes. The stated geographical lot structure comprises three areas.

The engagement will suit vehicle recovery operators with the capability to provide responsive towing, recovery, secure storage and vehicle processing across a county-wide operational service. Relevant experience should include handling illegally, dangerously or obstructively parked vehicles, breakdowns, collisions, abandoned vehicles, stolen vehicles and police seizures under prescribed legislation. Warwickshire Police is particularly interested in suppliers that can demonstrate comparable implementations of similar scale and complexity for police forces or other Blue Light organisations. Providers should be able to evidence safe and efficient delivery, local coverage, reduced response and travel times, and compliance with statutory requirements, national and local guidance and police policies. The buyer may invite suitably experienced and competitive providers to meet stakeholders, demonstrate functionality and provide evidence from current, relevant customers. SMEs are identified as suitable for the planned procurement.

Notice Description

The Office of the Police and Crime Commissioner for Warwickshire (OPCC) on behalf of Warwickshire Police is considering future options for the provision of its Vehicle Recovery Service. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. Warwickshire Police requires a vehicle recovery service to support operational policing activities across the county. The service is required to ensure that vehicles which are illegally, dangerously or obstructively parked, have broken down, are collision damaged, abandoned, or stolen, can be removed, recovered, stored and processed safely and efficiently. The service must also provide for the recovery, storage and processing of vehicles seized by the police under prescribed legislation including but not exhaustive to Section 59 of the Police Reform Act 2002, Section 165 of the Road Traffic Act 1988, and Section 152 of the Serious Organised Crime and Police Act 2005. All services must be delivered in accordance with relevant legislation, statutory requirements, national and local guidance, and Warwickshire Police policies and procedures. The current service arrangement is delivered through three locally based recovery providers, each responsible for a defined geographical area within the county. This model has enabled responsive service delivery using local expertise, reduced travel times, and comprehensive coverage across Warwickshire. The service is currently structured into the following lots based on geographical area: - Lot 1 North Warwickshire and North Warwickshire Rural - Lot 2 South Warwickshire - Lot 3 Rugby The current contracts for the Vehicle Recovery service are due to expire on 30 June 2027. The contract term is likely to be 3 years with additional extension periods taking the total term to a possible 5 years. We would therefore like to invite suppliers to provide a summary of their relevant experience in this field by completing a Questionnaire. Please see the Engagement section of this notice for details of how to register, connect with us and submit your completed questionnaire. Any questions relating to this procurement procedure must be made via the Correspondence function on the In-tend portal. Participation in the preliminary market engagement exercise does not replace the need to meet any mandatory requirements which may be set as part of any subsequent tender procedure, or to resubmit information requested as part of a subsequent procurement procedure. We reserve the right to withdraw this exercise at any time or to determine not to proceed with any project herein or any proposed action suggested in response to this exercise. A Note on Contract Values The contract values provided in this notice are estimated and for indicative purposes only, the force is unable to guarantee any future volumes or pricing. Estimated values provided cover the potential total term of the contract of 5 years based on 2025 figures as a baseline. Not all fees are VAT inclusive but where applicable VAT has been applied to the estimated value. Estimated values include all statutory fees, recovery fees paid by the force and a projected uplift that may apply following the outcome of the Home Office review of statutory charging structures.

We would therefore like to invite suppliers to provide a summary of their relevant experience in this field. We reserve the right to seek to invite suitably experienced and competitive potential providers to a meeting with key service stakeholders to further showcase their functionality and evidence implementation with current, relevant customers. We are particularly interested in potential providers who can demonstrate similar implementations of comparable scale and complexity, within other police forces or similar organisations within the Blue Light sector. The preliminary market engagement process consists of the following activity: - Questionnaire The purpose of the questionnaire is to gather market feedback on the proposed service model, identify risks and opportunities, and inform the refinement of requirements, lot structure, and commercial approach.
