Summary of the contracting process

Network Rail Infrastructure Limited is procuring on-foot lineside tree survey services for routes in the Eastern Region. The work will identify and help mitigate risks from dead, diseased and dying trees alongside railway lines. It is divided into two geographical areas: East Coast and East Midlands, and North and East. The requirement is for services, classified as survey services, delivered across the relevant route areas in the United Kingdom. The framework is intended to support Network Rail’s vegetation-risk management and covers field surveying rather than tree-felling or general arboricultural maintenance. Suppliers specialising in railway-side vegetation surveys, tree-risk assessment and related environmental or infrastructure inspection work should find the scope relevant, particularly where they can cover one of the two specified route groupings.

The procurement has reached tender: Network Rail invited offers through a two-stage competitive flexible procedure, comprising a PSQ followed by an invitation to tender. Expressions of interest are due by 16 October 2026 at 16:00, and enquiries close on 5 October 2026 at 16:00. The estimated value is £3.6 million excluding VAT (£4.32 million including VAT). Lot 1 is £2.4 million excluding VAT (£2.88 million including VAT); Lot 2 is £1.2 million excluding VAT (£1.44 million including VAT). Each lot runs from 5 April 2027 to 4 April 2033. Award is scheduled by 5 April 2027 at 23:59. Up to five PSQ candidates per lot will reach ITT, one supplier may win at most one lot, and the framework allows up to two participants. Evaluation is 50% quality and 50% price, with quality covering geographical coverage, mobilisation, health, safety and environment, social value, and programme. Submissions are electronic via BravoNR.

This opportunity suits suppliers with proven capability in on-foot tree surveys and tree-risk identification alongside operational railway routes. Strong geographical coverage of the relevant Eastern Region routes is important, as is the ability to mobilise and deliver a structured survey programme over a large, multi-year framework. Bidders should be prepared to demonstrate robust health, safety and environmental arrangements suitable for work near railway infrastructure, together with credible delivery planning and social-value commitments. Pricing will be based on day rates in the pricing document, so bidders need a cost model that supports consistent delivery across the selected area. The procurement is identified as suitable for voluntary, community and social enterprises, making it relevant to those organisations where they can meet the technical, safety and delivery requirements. The work is best suited to established specialist survey, arboricultural, ecological or infrastructure-inspection providers with sufficient field capacity.
