Summary of the contracting process

Blackburn with Darwen Borough Council is procuring a delivery partner for Cosy Homes in Lancashire (CHiL), on behalf of a group of Lancashire councils. The service will support domestic energy initiatives across Lancashire, helping improve home energy efficiency and thermal comfort, tackle cold and damp homes and reduce related health risks, lower household energy bills, and cut carbon emissions. It will engage private landlords, encourage low-carbon and renewable technologies, help attract funding, and develop a network of trusted local installers, suppliers and manufacturers. The partner will also provide residents with energy-efficiency advice and signpost them to other services, alongside retrofit advice, surveys and coordination for relevant schemes. The work is classified as business and management consultancy services.

The councils invited offers through an open procedure for a single-supplier framework. The process reached tender; bids were due by 22 October 2026 at 12:00, and enquiries by 14 October 2026 at 12:00. The expected award date was 3 December 2026. The stated contract term runs from 1 April 2027 to 31 March 2029, with possible one-year extensions, each subject to satisfactory review and budget availability, through 31 March 2031. The estimated value is £778,000. There is one lot. Evaluation weights quality, including social value, at 90% and price at 10%. Bidders must provide a draft Schedule of Rates covering all measures. An 8% fee on the award value is assessed as part of the tender.

This opportunity suits suppliers able to coordinate a broad domestic energy-efficiency service across Lancashire, combining resident advice and referral with landlord engagement, retrofit surveys and coordination, and support for low-carbon and renewable technologies. Experience building relationships with local installers, suppliers and manufacturers, attracting funding, and delivering work intended to improve household comfort, reduce energy costs and cut carbon would be relevant. SMEs and voluntary, community and social enterprises are identified as suitable. The required insurance cover is substantial: employers’ liability of £10 million, public liability of £2 million, professional indemnity of £5 million, cyber security of £250,000, product liability of £2 million and goods-in-transit cover of £100,000. Suppliers must also meet scheme eligibility requirements and provide the draft rates schedule. Funding is secured only to 31 March 2028; continuation beyond that depends on future funding.
