Summary of the contracting process

The Ministry of Defence intends to procure Land Training Assurance Capability (LTAC), formerly known as the Land Training Test & Reference Centre. This is a specialist services requirement supporting the Army Collective Training Service and the Land Warfare Centre. LTAC will provide independent testing, analysis and assurance to build confidence in army collective training. Its scope includes evaluating digital product integration, maintaining a reference architecture and technical standards, operating a test-bed, and supporting acceptance of digital products. The service will assess solutions against Defence Modelling and Simulation Coherence and Secure by Design principles. It will also maintain the ACTS architecture baseline and act as architecture custodian, ensuring technical coherence, traceability and alignment with approved Defence standards. The work is classified as systems testing services and is to be delivered in the United Kingdom.

This procurement is at the planning stage: the Ministry of Defence has announced an intention to procure and has not yet invited tenders. It expects to use a selective procedure under a framework agreement, with a competitive call-off, for one planned lot. The estimated value is £6,848,333.33 excluding VAT, or £8,218,000 including VAT. The anticipated contract period is 25 January 2027 to 31 January 2031, with a possible extension to 31 January 2033; renewal is intended. The buyer expects the next notice on 12 November 2026. Early market engagement is planned through a Teams call on 24 September 2026 from 13:00 to 14:00, covering the background, requirements, procurement documentation and commercial information, with questions and discussion. The lot is identified as suitable for SMEs.

This will suit suppliers with established capability in independent testing, systems integration assurance, digital product acceptance and technical analysis for complex defence or training environments. Relevant organisations are likely to include systems assurance specialists, architecture custodians, modelling and simulation experts, and firms able to establish or operate test-beds for integration compatibility. Participants should be prepared to demonstrate practical understanding of reference architectures, technical standards, information and data security, traceability and secure-by-design delivery. Experience of maintaining architecture baselines and providing objective assurance to an intelligent customer will be particularly relevant. The requirement is structured as a single service lot but is expressly considered suitable for SMEs, making it potentially relevant to smaller specialist providers as well as larger defence technology and engineering businesses. Suppliers should use the planned engagement to understand the Statement of Requirement and prepare for the expected framework call-off.
