Summary of the contracting process

The Ministry of Defence intends to procure the Land Training Advisory Capability (LTAC), formerly the Land Training Test and Reference Centre, as a specialist testing, analysis and assurance service for Army collective training. The service will provide independent support for accepting digital products, testing integration compatibility and assuring that solutions meet Defence Modelling and Simulation Coherence and Secure by Design principles. It will maintain the Army Collective Training Service architecture baseline, act as architecture custodian and support the Land Warfare Centre as an intelligent customer. The work is classified as systems testing services and will be delivered in the United Kingdom. The requirement is a defence and security service, with secure information and data underpinning its activities.

This is a planned procurement: the Ministry of Defence has announced its intention to compete the requirement, but it is not yet an invitation to tender. The expected route is a competitive award under the Crown Commercial Service Technology Services 4 framework, using a selective framework competition. Early market engagement is planned for 24 September 2026, with the session restricted to suppliers appointed to TS4 Lot 1 and/or Lot 5; the next notice is expected by 12 November 2026. The estimated contract value is £6,848,333.33 excluding VAT (£8,218,000 including VAT). There is one planned lot. The expected contract period is 25 January 2027 to 31 January 2031, with renewal provisions allowing extension to 31 January 2033. The lot is identified as suitable for SMEs.

The requirement will suit suppliers already appointed to Technology Services 4 Lot 1 and/or Lot 5, particularly firms able to provide independent assurance across defence digital systems and Army collective training. Relevant capability includes systems testing, integration and interoperability assessment, technical analysis, architecture governance, reference architecture and test-bed management. Suppliers should be able to maintain an architecture baseline, provide traceability and assess digital products against approved Defence standards, including Defence Modelling and Simulation Coherence and Secure by Design principles. Experience handling secure information and data, supporting acceptance decisions and maintaining technical coherence will be important. The work is suitable for SMEs, but participation in the planned early engagement is limited to the relevant TS4 framework suppliers. Interested framework suppliers should prepare questions on the statement of requirement, procurement documentation and commercial approach.

Notice Description

The Land Training Advisory Capability (LTAC) (formerly Land Training Test & Reference Centre (LTT&RC)) will provide independent testing, analysis and assurance to support confidence in the Army Collective Training Service (ACTS). It will ensure that the Land Warfare Centre (LWC) remains an intelligent customer, able to maintain technical coherence and keep services focused on training outcomes, underpinned by secure information and data. Drawing upon reference architecture, technical standards and a test-bed for evaluating integration compatibility, the LTAC will provide independent support to the acceptance of digital products and provide assurance support that solutions meet the Defence Modelling and Simulation Coherence and Secure by Design principles. The LTAC will maintain the ACTS architecture baseline and act as the architecture custodian, ensuring coherence, traceability and alignment with approved Defence standards. The Authority currently intends to procure this requirement through a competition conducted under the Crown Commercial Service Technology Services 4 (TS4) Framework.

Planning Information

An Early Market Engagement Teams call will be held on Thursday 24 September, 1300-1400. Please confirm attendance at Army-Progs-ACTS-Commercial@mod.gov.uk. Attendance at the Early Market Engagement event will be limited to suppliers appointed to the GCA Technology Services 4 (TS4) Framework under Lot 1 and/or Lot 5. The session is expected to last approximately one hour and will comprise a short presentation followed by an opportunity for questions and discussion. The presentation will cover: - ACTS Background - LTAC Overview - Key Service Requirements - Procurement Documentation - Commercial Information Discussions during this session will be limited to matters relating to the Statement of Requirement (SOR) and associated procurement information. The session will be recorded for audit and transparency purposes. Suppliers will have the opportunity to raise questions during the session. Where responses cannot be provided at the meeting, they will be collated and issued as part of a subsequent clarification response. To ensure all participating organisations have a fair opportunity to engage, supplier attendance should be limited to two representatives per company.
