Summary of the contracting process

The National Wealth Fund Limited procured a private-market data service: a software-as-a-service platform giving users information on private companies, deals, funds, mergers and acquisitions, investors and service providers. The service also includes environmental, social and governance data, relevant news, analysis tools, analyst insights and research. It is a data service with associated market and economic research functions, delivered for the National Wealth Fund’s UK operations. The buyer is based in Leeds. The requirement allows the organisation to increase the number of users during the contract and to switch wholly or partly to an application programming interface or data-feed model, so suppliers need to support both user access and alternative data delivery arrangements.

The procurement has been awarded to PitchBook Data, Inc., and the contract is active. The contract was signed on 5 November 2025. It has a three-year initial subscription period beginning in November 2025, with two optional one-year extensions, giving a maximum possible term of five years. The contract value is between £104,566.77 and £483,847 excluding VAT, depending on user numbers, delivery method and extension options. The requirement was procured through a limited award procedure without prior publication of a competition notice, under a Dynamic Purchasing System. Five bids were received. Evaluation weighted technical quality at 70% and commercial cost at 30%. The process was covered by the Government Procurement Agreement.

This requirement is relevant to established providers of private-market intelligence platforms, financial and investment data, market research, or specialist business information services. A credible competitor would need broad, reliable coverage of private companies, transactions, funds, investors and mergers and acquisitions, together with ESG information, news, research and analyst-led insight. The service must operate as a subscription platform and be capable of scaling user access, while also supporting a move to API or data-feed delivery. The competition attracted five bids but none came from small or medium-sized enterprises, indicating that the buyer selected from a field of larger or specialist providers. Suppliers with strong data coverage, research capability, technical integration and capacity to support a major institutional user would be best placed when this requirement returns.
