Summary of the contracting process

The Ministry of Defence procured services to deliver and support the UK Maritime Trade Operations (UKMTO) Operations Centre. The requirement covers a continuous operational watchkeeping capability supporting Royal Navy maritime-domain awareness and wider UK Government maritime security objectives. The service monitors, analyses and coordinates commercial maritime traffic, providing situational awareness for operational decision-making, maritime security operations, national resilience and protection of UK maritime interests. The wider scope includes operational analysis, information management, workforce and training management, international engagement, security management and support for maritime reserve integration. The service supports the Royal Navy, Defence, government departments and international partners through maritime information, incident response, threat awareness and strategic maritime-security engagement. It is classified as a technical computer support service and is delivered in the United Kingdom.

The procurement has been completed and awarded through a competitive selective procedure under a framework agreement. There was one lot. Carbon60 Limited was selected on 13 August 2026, and the contract was signed on the same date. The award and contract value is £11,790,640 excluding VAT, or £14,148,768 including VAT. The contract runs from 1 October 2026 to 31 March 2029, with an option to extend by up to two years, allowing a maximum duration to 31 March 2031. The published requirement calls for a suitably qualified and security-cleared workforce. Contract performance is measured through personnel coverage, rapid incident response, timely information handling, and completion of security assurance activities without major or critical non-conformities. Carbon60 Limited is the named supplier.

This award demonstrates demand for a specialist, security-sensitive maritime operations service combining round-the-clock watchkeeping with technical support, information analysis and government-facing coordination. A credible future competitor would need to maintain a suitably qualified and security-cleared workforce capable of sustaining continuous operational coverage, monitoring and analysing commercial maritime traffic, identifying threats and responding rapidly to incidents. Relevant capability also includes formal information management, handling requests within policy or statutory timescales, workforce planning and training, security audits and assurance, international stakeholder engagement, and integration with maritime reserve activities. Suppliers should be able to support the Royal Navy, wider Defence, government departments and international partners, while operating against measurable service levels for staffing, response times, information handling and security compliance. Experience delivering resilient, highly governed operational support would be directly relevant.
