Summary of the contracting process

The City of London Corporation intends to procure a bespoke glazed envelope design-and-build works package for the Barbican Arts Centre in London, a part Grade II listed and heritage-sensitive building. The work follows demolition by others and covers new glazing and façade systems for the Conservatory and Stair 8, including primary steel structures, roof and vertical glazing, roof lanterns, rooflights, doors, louvres, gutters, insulation, aluminium panels and maintenance access walkways. It also includes Garden Room, Terrace and Sculpture Court glazing, refurbished steel framing, automated opening windows, façade access systems and visual and performance mock-ups, including weather-resistance testing to CWCT Sequence A methodology. This procurement is at the planning stage and is not yet an invitation to tender. The buyer expects a selective competitive flexible procedure with two stages: an Invitation to Participate followed by an Invitation to Tender. Four applicants are intended to be shortlisted. The anticipated expression-of-interest date is 28 October 2026 at 12 noon, with enquiries closing on 16 October 2026 at 12 noon; these are indicative planning dates. The estimated value is £10.6 million excluding VAT, or £12.72 million including VAT. The planned contract period is 1 March 2027 to 27 March 2029, with a possible extension to 27 August 2029 where unforeseen events cause programme overrun. Evaluation is expected to consider economic and technical capability, experience, and scored submissions, followed by workshops, site visits, technical and commercial submissions and interviews. Separately priced options may cover Frobisher Crescent fire-rated glazing and Art Gallery rooflights.

This will suit specialist façade, architectural glazing and design-and-build contractors able to deliver complex bespoke envelope work within a live heritage-sensitive programme. Relevant strengths include in-house or managed contractor design capability for primary steel, mullions and glazing systems; experience integrating steelwork, curtain walling, rooflights, louvres, gutters, doors and façade access; and the ability to develop coordinated solutions with architects and façade engineers. Suppliers should be prepared to demonstrate comparable experience through scored responses and to take part in structured workshops, site visits, interviews and visual or performance mock-ups. The buyer expects minimum financial capacity, suitable insurance, modern-slavery compliance and data-protection compliance. The package is identified as suitable for small and medium-sized enterprises, including firms with the specialist expertise and delivery capacity to work within a four-candidate competitive process.

This is a bespoke glazed envelope design-and-build package, not new-build construction, on a part Grade II listed and Heritage sensitive building - The Barbican Arts Centre. The works comprise new glazed envelope and facade systems to the Conservatory and Stair 8, following directly behind the demolition (by others), which removes the existing glazing first. The package includes primary steel structure to the Conservatory and Terrace, and the facade access/maintenance walkway and associated gutters and louvres. The scope of works includes: - Conservatory roof and vertical glazing: louvres, vents, perimeter benches, insulation, aluminium panelling, doors and associated gutters, including the Arid House. - Steel structure relating to Conservatory glazing: primary steel structure supporting the Conservatory roof and vertical glazing systems, carried within this package's own Contractor Design Portion. - Conservatory Lantern: re-glazed roof lantern. - Conservatory Rooflights: Level 02 office rooflights and associated overhead glazing. - Garden Room glazing, doors and associated gutters: refurbished steel framing to Lakeside Terrace with new acoustic double glazing/doorsets, overhead and Conservatory-facing glazing, and plant-room gutter louvre/infill system. - Conservatory Terrace Glazing and Steel: new Level 04 enclosure -- bespoke steel T-profile vertical glazing, matching overhead glazing, and the Terrace's primary steel structure and roof steelwork. - Sculpture Court Rooflights: new rooflights, scope to be developed with the Architect and Facade Engineer. - Stair 8 glazing and associated structure, louvres and gutters: crown/roof glazing on new external primary steel RHS mullions, planters glazing renewal, automated opening windows, exoskeleton mullion replacement (this package's own CDP), and crown mechanical louvres. - Visual and performance mock-ups: facade and propagation bench, Conservatory Terrace and Flytower infill glazing visual mock-ups, plus off-site performance mock-ups covering roof and facade weather-resistance to CWCT Sequence A methodology. - Facade access and associated maintenance walkway: including the Conservatory Terrace mesh walkway and fascia panel.

Options: The Contracting Authority is seeking separately identified pricing for two elements where the final package allocation is yet to be determined. These are: Frobisher Crescent Fire-Rated Glazing (Conservatory). Scope: Frobisher Crescent fire-resisting stick curtain walling with feature fins, replacing the existing glazing on a like-for-like sightline basis, per the External Envelope Systems specification. Art Gallery Roof Lights (Art Gallery Foyers -Level 4) Scope: New Class 2 rooflights, forming part of the broader Art Gallery Foyers glazing replacement (steel-framed glazing to Level 4, automated sliding doorset to Sculpture Court, AOV smoke vents, automatic opening skylights to the library clerestory)

Renewal: Extensions may be used if there is programme overrun due to unforeseen events, such as discoveries.
