Summary of the contracting process

Business Services Organisation ITS, based in Belfast, commissioned development and project management services for real-time demographic updates from NIDIS to NHAIS after the NIDIS Phase 2 go-live. The purpose is to keep the NHAIS patient index current, so that the Cervical Screening module has accurate demographics for its cohort and call-and-recall service. This is a specialist health-sector IT requirement covering software development, integration and ongoing technical support, delivered in Northern Ireland. The work concerns the Northern Ireland instance of NHAIS and its connection with NIDIS, rather than a general-purpose digital transformation or routine IT support service. Suppliers with relevant patient-index, screening-system and health-data integration expertise are therefore the closest fit.

The procurement is complete and was awarded on 15 September 2026 following a direct award. DH OPCO UK LTD was selected for the single lot at £150,000 excluding VAT (£180,000 including VAT). The initial contract period runs from 1 October 2026 to 30 June 2027, with an extension available until 30 June 2028 where the business requirement continues. The award is above the relevant threshold. The buyer used a direct award because Dedalus, trading through DH OPCO UK LTD, holds intellectual property rights and is stated to be the only supplier with the knowledge and skills to support the decommissioned NHAIS system and integrate the required feed. A contract signature milestone was scheduled for 30 September 2026.

This award indicates demand for highly specialised support around NHAIS in Northern Ireland, particularly real-time demographic integration from NIDIS and the reliable operation of cervical-screening patient data and call-and-recall functions. A credible future competitor would need demonstrable knowledge of NHAIS, the relevant NIDIS interfaces and the technical dependencies of the screening service, together with capability in software development, systems integration, project management and production support. Experience handling patient demographics and maintaining data accuracy would be important, as would the capacity to provide continuity for a live public-health system and make controlled changes without disrupting screening operations. The buyer’s stated reliance on incumbent system knowledge and intellectual property also shows that access rights, technical documentation, transition planning and evidence of comparable health-system work would be material commercial considerations.

Notice Description

Procurement Information

The NHAIS system has been decommissioned across the UK. Support for the instance of NHAIS in Northern Ireland passed from DXC to Dedalus in 2020 and Dedalus are the only supplier with the relevant skills and knowledge required to support the system. No other suppliers have the required skills and knowledge to support the NHAIS system and make the required changes to ensure that this feed integrates with the NHAIS system. The supplier holds IPR over the product. As per Schedule 5 of the Procurement Act, where: "due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required." there is no other route to market to provide these services.
