Summary of the contracting process

Stotfold Town Council is procuring renovation works for the toilet block at Stotfold Cemetery. The project will create two unisex toilets, including one compliant with accessibility requirements, alongside storage space. Works also include installing solar panels and a battery to support trace heating, addressing structural defects identified in a building condition survey, and securing the planning permission required. The building is recognised as a non-designated heritage asset, so the works include sensitive treatment of an existing historic structure. The requirement covers construction and associated building services, including traditional masonry repairs, accessible public conveniences, renewable energy equipment and storage. Delivery is at Stotfold Cemetery in Stotfold, Central Bedfordshire, for Stotfold Town Council.

The procurement has reached tender: Stotfold Town Council invited offers through an open procedure. Questions had to be submitted by 16 October 2026 at 12:00 noon, and tenders had to be submitted by 2 November 2026 at 12:00 noon. The council intended to decide the award by 4 December 2026. The contract period is 1 January to 31 December 2027. The estimated value is £168,000 excluding VAT, or £210,000 including VAT. There is one lot. Tenders are evaluated on price and value for money at 33%, relevant experience and technical capability at 22%, proposed methodology at 22%, submission quality and completeness at 12%, and programme and availability at 11%.

This opportunity suits building contractors with experience renovating historic or traditional masonry buildings and carrying out structural repairs. Strong bidders will be able to demonstrate accessible toilet refurbishment, work on cemeteries or other sensitive public sites, asbestos-related controls, ecology constraints and solar lighting or solar energy installations. The methodology must address heritage-sensitive repairs, matching lime mortar and brick, protecting graves, memorials and pathways, supervising bat and ecology requirements, managing waste and maintaining quality control. Contractors also need to provide a complete response to the schedule of works, with a credible programme, an earliest start date, continuous delivery capacity and effective management of planning, building control, ecology constraints and material lead times. This is a substantial, multidisciplinary public-building refurbishment.
