Summary of the contracting process

United Utilities Water Limited is procuring a multi-supplier framework for laboratory equipment and associated maintenance services supporting regulatory, operational and investigative laboratory testing across the United Kingdom. Lot 1 covers new and replacement laboratory equipment, including delivery, installation, commissioning, training, handover, warranty support and lifecycle information. Equipment requirements will be defined further at call-off mini-competition stage. Lot 2 covers planned preventative maintenance, reactive maintenance, repairs, spare parts, service-tier support and post-warranty lifecycle support for laboratory equipment and instrumentation. The framework is intended to improve asset availability, service resilience, lifecycle visibility and commercial control. It covers laboratory, optical, precision, testing and checking equipment, together with repair and maintenance services. Suppliers may bid for either lot or both.

The procurement has reached tender: United Utilities invited offers through an open competitive flexible procedure under a utilities regime. It will establish a closed multi-supplier framework, with call-offs awarded with or without reopening competition. The enquiry deadline was 30 September 2026 at 17:00, and the tender submission deadline is 12 October 2026 at 17:00. The award decision is due by 4 December 2026 at 23:59. The framework is planned to run from 1 January 2027 to 31 December 2031, with two possible two-year extensions: Lot 1 may run to 31 December 2034 and Lot 2 to 1 October 2034. The total estimated value is £20,750,000 excluding VAT (£24,900,000 including VAT), comprising £15,800,000 excluding VAT for Lot 1 and £9,000,000 excluding VAT for Lot 2. Each lot is evaluated 60% technical quality and 40% commercial cost. Up to ten suppliers may be appointed to Lot 1 and up to five to Lot 2; no minimum spend or volume is guaranteed.

This opportunity suits equipment manufacturers, authorised distributors, specialist laboratory suppliers, instrumentation service providers and independent maintenance businesses, including small and medium-sized enterprises. Lot 1 requires the capability to supply appropriate new and replacement laboratory equipment, install and commission it, provide training and handover, and deliver warranty and lifecycle support. Bidders must demonstrate technical ability against the required specifications and meet the minimum technical threshold. Lot 2 suits businesses able to provide planned and reactive maintenance, repairs, spare parts and post-warranty support across laboratory equipment and instrumentation, with service levels, tiered maintenance arrangements and asset-lifecycle management. Commercial proposals need to address unit or service pricing, lifecycle costs or maintenance rates, spare-parts discounts and volume rebates. Suppliers can compete for one lot or both.
