Summary of the contracting process

The University of Glasgow is procuring a contract for the manufacture of investigational medicinal products for a clinical trial. The requirement includes final Qualified Person release, storage and distribution to study sites, with an optional integrated interactive response technology (IRT) system providing forecasting capabilities. This is a pharmaceutical goods opportunity, suited to manufacturers and specialist clinical-trial supply providers able to manage controlled product release, storage and distribution. The buyer is the University of Glasgow, based in Glasgow. Delivery is associated with the study sites for the clinical trial. The contract also includes electronic ordering, payment and invoicing arrangements, and requires suppliers to propose community benefits such as employment and training, workforce development, equality and diversity initiatives, supply-chain opportunities, and educational or work-experience activity.

The procurement has reached tender: the buyer invited offers through a selective competitive procedure with negotiation. It is a two-stage process with successive reduction, and three candidates were to be invited to the second stage; the buyer reserved the right to award on initial bids without further negotiation. Tenders had to be submitted electronically in English by 19 October 2026 at 12:00. The estimated contract period is 900 days, comprising an initial 18-month term with an optional extension of up to 12 months. The evaluation gives 18% to IMP manufacture, 52% to IMP-related questions and 30% to price. The optional IRT service is assessed for information only. Variants are not allowed.

This opportunity suits pharmaceutical manufacturers and clinical-trial supply specialists with demonstrable capability in investigational medicinal product production, Qualified Person release, storage and distribution to multiple study sites. Suppliers should be able to support the relevant clinical-trial supply chain and may also offer an integrated IRT system with forecasting capabilities. Financial and organisational capacity requirements are substantial: bidders need at least two years of accounts showing annual turnover of £450,000. Required insurance includes product liability of £2 million, public liability of £5 million, employer’s liability of £5 million and professional indemnity of £1 million. The successful supplier must also commit to community benefits, potentially creating subcontracting and supply-chain opportunities for SMEs, third-sector organisations and supported businesses.
