Summary of the contracting process

Wrexham County Borough Council commissioned an assessment and delivery review of riparian buffers: strips of vegetation alongside rivers and streams that can improve habitat, biodiversity and water quality. The work examines where buffers are most needed, what is preventing more strategic delivery, and where existing projects and the Sustainable Farming Scheme could help expand coverage. It focuses on reaches of the River Dee catchment with more intensive farming and the greatest potential benefit from buffers. The council’s Nutrient Management Board needs the findings to guide targeting and future investment. The service combines environmental planning and consultancy with natural-resource conservation strategy, forestry management and work related to water pollution. Delivery is in Wrexham County Borough, within the Dee catchment.

The procurement is complete and the contract has been awarded to Dee Trust. Wrexham County Borough Council used a below-threshold direct award without competition. The award date was 16 September 2026; the contract was signed on 29 September 2026 and runs from 30 September 2026 to 31 March 2027. Its value is £71,650 excluding VAT (£85,980 including VAT). There was one lot, covering the assessment and delivery review. The published information describes the purpose and geographic focus of the work, but does not give a scored evaluation basis or supplier eligibility requirements. The contract is active.

This award shows demand from Wrexham County Borough Council for evidence-led environmental consultancy that links catchment-scale assessment to practical land management. A credible supplier for similar work would need to identify priority river reaches, assess the environmental benefits of riparian buffers, and explain the farming, funding, policy and site constraints that affect delivery. Experience in intensive agricultural catchments and knowledge of schemes such as the Sustainable Farming Scheme would help translate analysis into recommendations that can guide investment and implementation. The requirement also brings together biodiversity, habitat improvement and water-quality objectives, so capability in natural-resource planning and conservation strategy is relevant. The chosen supplier, Dee Trust, is an SME and voluntary, community or social enterprise; this demonstrates that an organisation of that type delivered the commission, but does not establish a formal preference or eligibility rule.

Notice Title

Riparian Buffer Opportunity Assessment and Delivery Review

Notice Description

UK7 Contract Details Notice for Riparian Buffer Opportunity Assessment and Delivery Review. Wrexham County Borough Council has entered into a contract with the Dee Trust. Riparian buffers are already being delivered in a number of locations across the Dee catchment as part of ongoing efforts to improve habitat and biodiversity. These existing projects demonstrate both the practicality and value of buffer creation, while also highlighting that current delivery is not yet fully comprehensive or strategically targeted. There remains significant opportunity, including utilising the Sustainable Farming Scheme (SFS) to expand riparian buffer coverage and, importantly, to improve how and where buffers are implemented so that they deliver the greatest environmental benefit. At present, delivery is influenced by a range of factors including practical farming considerations, funding availability, policy drivers and site-specific constraints. To support more effective targeting and future investment decisions, the Nutrient Management Board requires a clearer understanding of where riparian buffers are most needed, what is currently limiting more strategic delivery, and where the greatest opportunities are to build on existing progress within the catchment. The work shall focus on the reaches of the Dee where farming is more intensive and the potential benefits of riparian buffers greatest.
