Summary of the contracting process

Transport for London, through London Underground, is procuring specialist rail engineering services to extend the working life of 10 engineering wagons by eight years. The requirement covers body stripping, blasting and surface preparation, painting to a specified system, welding and body repairs, corrosion and distortion repairs, and bogie overhaul. The wagons include General Purpose, Concrete Mixer, Match and Jubilee Line Extension types, with the final mix confirmed at award. The supplier will collect and return wagon bodies and bogies from either Acton Works in London or Ruislip Depot. Work will be carried out at the supplier’s premises, with the finished assets returned to TfL for reassembly. This is a rolling-stock repair and maintenance requirement, classified under CPV 50222000.

The procurement has reached tender: TfL invited suppliers to express interest and submit offers through a selective competitive flexible procedure. Expressions of interest and enquiries were due by 23 September 2026 at 12:00 GMT. The anticipated process comprises an initial tender, clarification and negotiation, a best and final offer, and final evaluation, with award expected by 20 November 2026. The contract is valued at £575,000 excluding VAT (£690,000 including VAT). It is a single lot, with delivery scheduled from 2 December 2026 to 1 December 2027, extendable by six months to 30 June 2028. Evaluation is weighted 60% technical quality, 30% commercial price and 10% social value. Electronic submission in English is allowed.

This opportunity suits rail engineering and rolling-stock refurbishment specialists able to deliver both vehicle body strip and repainting and bogie overhaul. Applicants must evidence previous delivery of both types of work through two reference contracts, so firms need relevant rail-sector experience and demonstrable capability across structural repair, welding, surface treatment, painting, inspection and bogie maintenance. Welding and associated work must meet BS EN ISO 15085-2 and related welding standards. The supplier must provide labour and services, including all consumables, paint materials, blast media, personal protective equipment, plant and tooling; TfL supplies overhaul materials free of charge. Capacity is needed to process one wagon every three weeks across all 10 wagons, without a mobilisation period. The procurement is identified as suitable for SMEs.
