Summary of the contracting process

Torbay Council is procuring a Healthy Ageing programme for residents aged 50 and above in Torbay. The service is intended to help older adults improve their physical, social, cognitive and mental health and wellbeing, supporting longer healthy lives and reducing health inequalities. This is a health and social work service involving targeted prevention, evaluation and improvement activity, with delivery across Torbay. The programme will support residents to take practical steps to optimise their wellbeing and address differences in health outcomes. It may also involve adapting activities, interventions and service delivery models to changing user needs, legislation, guidance, quality standards and best practice. Suppliers operating in healthy ageing, public health, wellbeing, prevention or related community health services are likely to find the requirement relevant.

The process has reached tender: Torbay Council invited offers through a below-threshold open competition. Enquiries had to be submitted by 13 October 2026 at 16:00, and tender responses were due by 26 October 2026 at 12:00. The contract is scheduled to run from 1 April 2027 to 31 March 2030, with an option to extend by up to one further year, to 31 March 2031. Its estimated value is £387,775 excluding VAT (£465,330 including VAT). There is one lot. Evaluation is based on method statements 64%, technical questions 5%, presentation 15%, qualitative social value 7%, quantitative social value 3%, and price 6%. Electronic submission is allowed, with tender documents and responses handled through the specified e-tendering process.

This opportunity suits small and medium-sized enterprises as well as established health, social care, public health, wellbeing and community-service providers. Bidders need the legal and financial capacity to deliver the programme, including the ability to obtain the required insurance before the contract starts. They must demonstrate technical ability in data protection, modern slavery compliance, and the policies, procedures and accreditations needed for the service. Strong submissions will need a clear approach to quality service and contract delivery, secure data collection and processing, protection of data subjects’ rights and information security. Suppliers should also be able to present an evaluation and improvement model, deliver measurable economic and social value, and adapt services to changing population needs, funding, guidance or public health circumstances.

Options: The Authority reserves the right to the following optional additional purchases while the contract is valid: Utilising the extension option available within the contract for a period of up to one (1) further year. Increasing the number of users who will access the service due to an increase in the wider geographical footprint which may be brought about due to the Local Government Reform. The absorption of other services currently outside of the Torbay geographical area including TUPE of staff which may be brought about due to the Local Government Reform. Changes to the Public Health ringfenced grant and/or additional grants prescribed to Torbay Council to administer which broadly fall under the scope of this Contract. Changes to service user needs meaning additional activities or services should be included, or services removed or adapted to meet evolving requirements of the population. The service evaluation may bring about changes to scope as a consequence to feedback received; this is to ensure services continue to meet the needs of service users and staff in the future. Service elements and deliverables described within the Specification may need to be adapted to meet any changes in legislation, NICE guidance, quality standards and/or best practice relating to services being provided under this Contract provided that those required changes do not affect the overall scope and nature of the contract. Exponential changes in the cost of living and/or inflation to ensure costs of service delivery can be afforded. Modifications may be required to maintain or adapt service delivery that results in different structures, delivery models, interventions, or other requirements (e.g. responsibility for commissioning Treating Tobacco Dependence is transferred from the NHS to the local authority). Future epidemics or pandemics may result in the requirement of the services to rapidly stand up, increase, suspend, or terminate contracted elements in response to these outbreaks, or equivalent issues. Changes will be evaluated on a case-by-case basis, and any additional costings or return of any accrued underspend would be agreed upon by both parties, ensuring the budget remains aligned with the revised scope of services including the return of any unrequired funds paid in advance. Please note that this list is not exhaustive, and a more detailed breakdown can be found in Schedule 10 Change Control Procedure of the Service Contract published alongside the tender pack.

Renewal: The Contract may be extended for a period of up to one (1) further year, subject to termination clauses within Terms and Conditions of Contract and as provided for in section 78 Implied right to terminate public contracts of the Procurement Act 2023
