Summary of the contracting process

Sellafield Limited procured replacement alarm annunciator equipment and associated alarm-monitoring capability for its site. The scope covers a Maxiflex 320-channel sequence-of-events system, an InTouch SCADA PC system, Omni16R UA100, UA200, UA400 and UA300 units, LED remote displays, power-supply rack modules and a network rack. This is primarily a goods requirement, with alarm systems and alarm-monitoring services included. Delivery is in the United Kingdom. The equipment is intended to replace existing annunciator systems while retaining the site’s installed ELCO, now EDAC, connectors and field wiring. That enables a plug-and-play replacement approach rather than extensive rewiring, redesign or plant modification. The buyer is Sellafield Limited, a public authority operating from Warrington.

The procurement is complete and was awarded directly to Omniflex (UK) Ltd. The award date was 18 September 2026, with the contract running from 1 October 2026 to 31 March 2027. The awarded value is £203,685 excluding VAT, or £244,422 including VAT. Sellafield used a direct award because Omniflex was the only supplier to have completed the required Emphasis approval process for alarm annunciator systems and to be authorised for this scope. The buyer also cited Omniflex’s established approved status, compatibility with existing connectors and infrastructure, and the resulting reductions in engineering effort, installation time, disruption and risk. There was one completed lot, marked as suitable for SMEs, and evaluation was based on single-supplier technical reasons.

This requirement shows that Sellafield places substantial weight on approval status, technical compatibility and controlled replacement of safety- or operations-related alarm systems. A credible competing supplier would need the relevant Emphasis approval for alarm annunciator systems, demonstrable compliance with Sellafield’s technical, operational and governance requirements, and experience delivering equipment that integrates with established site infrastructure. Capability with sequence-of-events systems, SCADA, remote LED displays, rack-mounted modules, network racks and alarm monitoring would be directly relevant. The ability to reuse existing ELCO or EDAC connectors and field wiring is a key commercial differentiator, as it supports rapid installation while limiting engineering changes, plant modification, downtime, safety exposure and implementation risk. The award to an SME indicates that specialist suppliers can meet this type of requirement when they hold the necessary approvals and technical capability.

Procurement Information

Omniflex is the only supplier that has successfully completed the Emphasis approval process for alarm annunciator systems at Sellafield and is therefore the only approved supplier authorised to undertake this scope of work. Alternative suppliers have previously been assessed; however, none have achieved the required approval status necessary to meet Sellafield's technical, operational and governance requirements. Omniflex has been the established and approved provider of alarm annunciator systems across the Sellafield site for many years. They provide the approved replacement solution for legacy third-party annunciator systems, ensuring consistency with current approved technology standards and supporting standardisation across the site. A key factor supporting this direct award is that the Omniflex system utilises the existing ELCO (now EDAC) connectors installed on current annunciator systems. This provides a seamless plug-and-play replacement solution, allowing the existing field wiring and connectors to be retained and reused without modification. As a result, the installation can be completed rapidly and efficiently, significantly reducing engineering effort, installation duration and associated costs. The ability to reuse the existing infrastructure removes the need for extensive rewiring, redesign activities or plant modifications that would otherwise be required with an alternative supplier's equipment. This not only delivers substantial cost savings but also minimises operational disruption and plant downtime, reducing programme and delivery risks whilst providing a highly cost-effective upgrade path. Alternative solutions would likely require significant changes to existing installations, creating additional technical, programme and safety risks together with increased implementation costs. This is a one off procurement and there is no intention to procure these items in future.
