Summary of the contracting process

The Health and Safety Executive intends to procure a managed telephone call-conferencing service for its monthly Virtual Town Hall events. The service must allow all HSE staff to join from offices, home or offsite duty-holder premises, including frontline staff using mobile phones. It will be a standalone hosted telephone solution rather than an internet-based service, with an operator managing the calls. The requirement covers telecommunications services delivered across the United Kingdom, supporting staff participation from locations nationwide. The buyer is the Health and Safety Executive, a central government public authority. This is a single-service requirement focused on reliable, managed dial-in access for recurring large-scale internal staff events.

This procurement is at the planning stage: HSE has stated an intention to procure and has not invited tenders. It expects to use a single lot for a managed call-conferencing service. The estimated value is £330,000 excluding VAT, or £396,000 including VAT. The anticipated contract period is 1 December 2026 to 30 November 2027, with renewal available up to 30 November 2029. HSE has planned preliminary market engagement, with the engagement milestone due on 24 September 2026; potential bidders are told that no action is required at this stage. The requirement is above the applicable threshold. The service is expected to be advertised shortly after this market-engagement stage, but these are indicative planning expectations rather than tender deadlines.

This will suit telecommunications and hosted conferencing providers able to deliver a dependable telephone-only service across the UK. Suppliers should be prepared to provide a standalone dial-in platform that works from mobile phones and fixed telephones, including for staff working away from HSE offices or at duty-holder premises. The buyer is looking for an operator-managed service, so relevant experience in coordinating and controlling live conference calls will be important. Providers should be able to support recurring Virtual Town Hall events for a large, dispersed workforce and maintain access for participants joining from varied locations. Businesses with established nationwide telephony coverage, operational resilience and experience supporting public-sector or organisational events should monitor the forthcoming procurement and prepare evidence of comparable delivery.
