Summary of the contracting process

The Scottish Prison Service and Northern Ireland Prison Service intend to procure substance screening kits and related services for use across Scotland and Northern Ireland. The requirement covers point-of-care substance screening devices, confirmatory laboratory analysis, reporting, user training and ongoing support. It is primarily a goods requirement, with associated medical laboratory, laboratory and analysis services. The procurement is relevant to suppliers of drug-detection equipment, substance-testing kits, forensic or medical laboratory services, analytical reporting, and implementation or training support. Suppliers may need to provide an integrated solution covering both the physical screening devices and the testing, analysis, reporting and support services needed to operate them.

This procurement is at the planning stage: the buyer has stated an intention to proceed, but it is not an invitation to tender. The process is planned as a single lot. The Scottish Prison Service expects the next notice to be published on 22 October 2026, after which an Invitation to Tender and the Single Procurement Document for Scotland are expected to be made available to bidders. Tender responses are then expected to be evaluated by the Scottish Prison Service in line with the tender documents. The procurement is covered by the Government Procurement Agreement. No indicative contract value, contract duration or award criteria are stated at this stage.

This will suit suppliers able to combine reliable point-of-care substance screening equipment with laboratory capability for confirmatory analysis. Strong candidates are likely to have the operational capacity to supply screening kits and devices across Scotland and Northern Ireland, process confirmation tests, produce clear reporting, and support users through training and after-sales assistance. The requirement may also suit specialist partnerships between equipment manufacturers, laboratory providers and service or training organisations. Businesses should prepare evidence of their screening technology, laboratory analysis processes, reporting arrangements, implementation capacity and support model. Suppliers with experience delivering testing services in controlled public-sector or custodial environments may be well placed when the procurement reaches the market.
